The Treasurer of said Town shall give no note as Treasurer unless authorized by vote of the Town to borrow money and under the certified approval of the Select Board.

The Town Treasurer shall pay no order drawn by the Select Board, School Committee or Assessors unless the same is signed by a majority of the respective boards.
The Collector shall prepare and present to the taxpayers the bills for each year within 10 days from the time the taxes are furnished him by the Assessors.

There shall be a Finance Committee as provided by Chapter 130, Acts of 1910,[1] consisting of five members to continue in office for a term or terms not exceeding three years. They shall be appointed by the Moderator of the Annual Town Meeting, two members for a term of three years, two members for a term of two years and one member for a term of one year, with three-year terms for each succeeding member. The terms of new appointees shall begin on the first day of July in each year. Vacancies shall be filled by the Moderator of the Annual Town Meeting held last before the vacancy occurs. Members of the Select Board, members of the School Committee and the Town Treasurer shall not be members of the Committee. The Committee shall investigate all matters mentioned in the warrant for any Town Meeting that may affect the finances of the Town and make reports or recommendations to the Town with reference to the same and make recommendations to the Town with reference to any municipal question.
