The following terms shall have the meaning provided for purposes of this chapter only:
AGENT
Any person, partnership, association, company or corporation, including but not limited to real estate companies, acting on behalf of the owner to transfer real estate and meet any and all legal requirements thereof including those contained in this chapter. Whenever used in any clause in this chapter prescribing or imposing a penalty, the term "agent" as applied to partnerships, associations and companies shall mean the partners or members thereof, and if applied to corporations, shall include the officers thereof.
OWNER
Any person, partnership, association, corporation, company or fiduciary having legal or equitable title to real estate in the Municipality of Norristown. Whenever used in any clause in this chapter prescribing or imposing a penalty, the term "owner" as applied to partnerships, associations and companies shall mean the partners or members thereof, and if applied to corporations, shall include the officers thereof.
REAL ESTATE
All real property, including a condominium, located in the Municipality of Norristown, Montgomery County, Pennsylvania.
Within two business days of recording a deed or other conveyance of real estate with the Recorder of Deeds of Montgomery County, all owners acquiring title to real estate within the Municipality of Norristown, whether by purchase, devise or partition, or in any manner whatsoever, shall register, or shall have their agent register, a copy of the applicable deed or conveyance with the Municipal Administrator at his or her office at the Municipal Building, along with contact information for the previous owner of the real estate, including name, address and telephone number.
A fee, not to exceed $10 shall be paid to the Municipality of Norristown at the time of registering a copy of the deed or conveyance as required § 242-1 above. The fee may be adjusted from time to time by resolution of the Norristown Council.
Any person or persons failing to comply with the provisions of this chapter shall, upon a finding of liability in a civil proceeding, be liable to pay a fine of not more than $600 plus costs and attorneys' fees. Each day that a violation of this chapter continues shall constitute a separate offense punishable by a separate fine, unless a court of competent jurisdiction determines that there is good cause why each day should not constitute a separate offense.
