A. 
Water mains shall be a minimum eight inches in diameter. For a dead-end street or a cul-de-sac that only serves less than 20 dwelling units and only one fire hydrant, the water main shall be a minimum six inches in diameter.
B. 
Water mains shall maintain a minimum pressure of 20 pounds per square inch at street level under all flow conditions.
C. 
Dead-end lines shall be permitted within the design of a looped system, provided that there are no more than 20 dwelling units permanently, or no more than 50 dwelling units temporarily, on a dead-end line. When dead-end lines are used, they shall be provided with a fire hydrant or blowoff at the terminus as a means of flushing.
D. 
Water valves shall be located on distribution mains so that no more than one fire hydrant would be out of service as a result of a single water main break. Water valves shall be located in all small branches off larger mains; and where eight-inch or larger water mains intersect, a water valve shall be located in each branch. At street intersections, water valves shall be located near pipe intersections.
E. 
There shall be at least one water valve placed every 1,000 feet along a water main. Geared valves shall be furnished on water mains 16 inches or larger and have suitable bypasses.
A. 
In accordance with N.J.S.A. 40A:11-23.1, for maintenance, installation, and construction projects above the prevailing bid threshold as specified in N.J.S.A. 40A:11-3, plans, specifications, and bid proposal documents shall be prepared for the erection, alteration or repair of a building, structure, facility, or other improvement to real property. The project shall include an itemized list of pay items to be constructed.
B. 
In accordance with N.J.S.A. 40A:11-23.2, the following shall be included with the construction bid documents:
(1) 
Plans shall be prepared in accordance with the Map Filing Law, N.J.S.A. 46:26b-1 et seq. The plans shall convey to the contractor enough information for the project to be successfully completed.
(2) 
Project specifications for the itemized pay items required for the successful completion of the project.
(3) 
Bid proposal documents that shall contain a bid proposal, project description, legal notice for advertising the project, a guarantee commonly referred to as inspection fees, retainage, escrow, bid bond, performance guarantee and/or performance bond, certificate from a surety company, statement of corporate ownership, listing of subcontractors performing work on the contract, document provided by the Town in the bid plans, specifications, or bid proposal documents for the bidder to acknowledge the bidder's receipt of any notice or revisions or addenda to the advertisement or bid documents, and a copy of the contractor's and the subcontractor's business registration.
C. 
For site plans to be used during the construction and maintenance of water mains and water service connections, the materials and methods of construction shall adhere to the New Jersey Department of Transportation's Standard Specifications for Road and Bridge Construction, latest edition.
D. 
All design, materials, and methods of construction used during construction activities for new water mains, for new water service connections, and for new building connections shall conform to the standards of the American Water Works Association, and the rules and regulations set forth by the Boonton Water Department as stated in the Water Ordinance, and the New Jersey Department of Environmental Protection.
E. 
All maintenance, materials, and method of construction used during maintenance activities, the existing water mains, the existing water service connections, and the existing building connections shall conform to the standards of the American Water Works Association, the New Jersey Department of Environmental Protection rules, and the rules and regulations set forth by the Boonton Water Department as stated in the Water Ordinance.
F. 
Gate valves shall be cast-iron with double-disc gates, bronze-mounted conforming to AWWA C500 or resilient-seated wedge, nonrising stem mechanical joint conforming to AWWA C509.
G. 
Butterfly valves shall conform to AWWA C504.
H. 
Valve boxes shall be of the adjustable type with a cover marked "water."
A. 
In accordance with N.J.A.C. 5:21-5.2(c), the demand rates for all uses shall be considered in computing the total system demand. Where fire protection, such as fire hydrants, is provided, the system shall be capable of providing the required fire demand plus the required maximum daily residential demand, or the peak-hour flows indicated in the Table for Design Standards for Peak-Hour Flow, whichever is greater. The maximum daily demand shall be calculated by multiplying the average daily residential demand indicated in the Table for Water Demand/Generation by Type/Size of Housing by a factor of 1.5.
B. 
In accordance with N.J.A.C. 5:21-5.2(d), the average daily residential consumption shall be computed in accordance with the housing unit type and size data shown in the Table for Water Demand/Generation by Type/Size of Housing. The peak daily flows shall be computed by applying a peaking factor of three times the average daily residential consumption.

C. 
In accordance with N.J.A.C. 7:10-12.6(b), the average daily water demand shall be computed in accordance with the type of establishment shown in Table A for average daily water demand.[1] The peak daily flows shall be computed by applying a peaking factor of three times the average daily consumption.

**Demand projections shall be calculated by multiplying the certified seating capacity of the establishment by the applicable water usage in gallons per person under 9a, b or c above, and by a factor of 1, 2, or 3 reflecting the hours of operation, as follows: one to six hours (1), seven to 12 hours (2), or more than 12 hours (3).

A. 
The Boonton Water Department, or the designated representative, shall have the authority to inspect all and any construction activities of water main and water main leakage repairs.
B. 
The Boonton Water Department, or the designated representative, shall have the authority to inspect all and any water main and service connection construction, water main tapping, installations of water service connections, and performance testing at the corporations.
C. 
The Boonton Water Department, or the designated representative, shall have the authority to inspect all and any water meter installations and pressure tests prior to activating any water services or placing any water mains and water service connections.
D. 
The Boonton Water Department, or the designated representative, shall have the authority to inspect all and any construction activities required for the resetting, repairing, and/or replacement of water curb box and water valves.
E. 
The Boonton Water Department, or the designated representative, shall have the authority to inspect all and any water meter tests.
No permit shall be issued for any construction activities, installations, or maintenance for the existing Town water system or for any new appurtenances to the Town water system by any owner or entity unless there is an enforceable agreement on the part of the person, firm, or other entity for the construction granting the Town a permanent easement of at least 20 feet in width for the purpose of maintaining and operating the Town water system in accordance with N.J.A.C. 5:21-5.3(f). The water easement shall be properly filed with the Town, the county and the state as required by the Map Filing Law, N.J.S.A. 46:26b-1 et seq. The tax assessment maps shall be prepared and filed as required by N.J.A.C. 13:40-5.1.
Maintenance and construction shall not commence until a set of construction plans and technical specifications clearly depicting the work to be performed by the contractor has been approved by the Boonton Water Department.
A. 
Prior to any construction activities and as a condition of final plan approval, the owner of the property shall have deposited the appropriate guarantees or inspection fees in accordance with N.J.S.A. 40:55D-53 with the Town Clerk.
B. 
The minimum amount of moneys deposited with the Town Clerk for field inspections to be made during any installations and construction shall be as provided in Chapter 130, Fees, Article III, Fee Schedule. Any unused deposits shall be returned to the applicant or owner of the property upon final acceptance of the project.

C. 
In accordance with N.J.S.A. 40A:11-21 of the Local Public Contracts Law, the guarantee, commonly referred to as inspection fees, retainage, escrow, bid bond, performance guarantee and/or performance bond, shall be in the amount of 10% of the total cost of construction, but not in excess of $20,000, and may be given at the option of the bidder by certified check, cashier's check, or bid bond. The guarantee shall be payable to the Town Clerk so that if the contract is awarded to the bidder, the bidder will enter into the contract furnishing any performance bond or other security required as a guarantee or indemnification. In accordance with N.J.S.A. 40:55D-53h, if the balance is reduced to below 10% of the original deposited funds, the contractor shall make additional deposits of 25% of the inspection fees for additional field inspections by the Town Engineer. The Town Engineer shall not perform any inspection if sufficient funds to pay for those inspections are not on deposit.
D. 
In accordance with N.J.S.A. 40:55D-53.1, if the moneys deposited by an applicant with the Town for municipal inspection fees or to satisfy the guarantee requirements exceed $5,000, the moneys deposited shall be held in escrow. The money, until repaid or applied to the purposes for which it is deposited, including the applicant's portion of the interest earned, shall continue to be the property of the applicant and shall be held in trust by the Town. The Town shall deposit the escrow or guarantee in a banking institution or savings and loan association in this state insured by an agency of the federal government, or in any fund or depository approved for such deposits by the state, in an account bearing interest at the minimum rate currently paid by the institution or depository on time or savings deposits.
E. 
At the completion of the installation and/or construction, the applicant or owner of the property shall be required to request in writing to the Town the release of performance bonds, escrow moneys, and/or inspection fees.

A. 
The permit application for a new service connection to the Town water system shall be in accordance with § 229-38. Application and escrow fees, as provided in Chapter 130, Fees, Article III, Fee Schedule, shall be assessed to the applicant.
B. 
In accordance with N.J.A.C. 5:23-2.7 and 5:23-2.8, the following work to be performed shall require a permit:
(1) 
Any work affecting structural or firesafety with the exception of work described as ordinary maintenance.
(2) 
Any addition, alteration, replacement, or relocation of any standpipes, any water supply piping.
(3) 
Any replacement of any existing plumbing piping work.
(4) 
The installation of drinking fountains in existing structures, the replacement of existing low-pressure hot-water heaters with a new one of like capacity.
(5) 
The installation of new lavatories, water closets, tubs, showers, washers or dishwashers, in existing space of one- and two-family dwellings or other buildings with human occupancy, where the new installation of additional fixtures can be accommodated with no increase in the size of the water distribution system and water service.
(6) 
The installation of any fire detection or suppression device in any one- or two-family dwelling or any other building with human occupancy.
Construction and/or maintenance on the Town water system shall commence within one year from the issuance of all permits issued by the Town. After one year from issuance, all permits issued by the Town for construction and/or maintenance on the Town water system shall expire, and the applicant must apply for new permits.
A. 
Any construction activity occurring in the public right-of-way shall use the traffic control measures in accordance with the Manual of Uniform Traffic Control Devices (MUTCD), latest edition.
B. 
The Boonton Water Department shall be notified 24 hours in advance of any construction activity on the Town water system.
C. 
In accordance with N.J.A.C. 5:23-2.17A(d), the applicant or owner of the property shall request an inspection from the Town of Boonton Water Department when the work to be performed granted by the permit issued is complete. The inspection by an authorized Town of Boonton Water Department representative will inspect the work performed within 30 days from the inspection request. When the work visible at the time of inspection complies with all rules and regulations of the Town of Boonton, a certificate of approval shall be issued.
Upon completion of the maintenance and construction activities, a complete set of as-built plans shall be submitted to the Boonton Water Department. Final acceptance and release of the performance bonds shall not occur until the as-built plans have been submitted to the Town.
