There is hereby established an autonomous board of health to fulfill all those duties and exercise those powers set forth in N.J.S.A. Title 26 and elsewhere in New Jersey law.
The board shall be known as the "Board of Health of Delaware Township."

The Board of Health shall consist of seven members appointed by the Mayor with advice and consent of Township Committee members. All of the members shall be residents of the Township. All of the members shall serve without compensation. The full term of each member shall be four years, and until the appointment and qualification of his/her successor. A vacancy occurring otherwise than by an expiration of a term shall be filled for the unexpired term only. The Committee may remove any member of the Board for cause, on written charges served upon the member and after a hearing thereon at which the member shall be entitled to be heard in person or by counsel.

A. 
The Delaware Township Board of Health shall consist additionally of two alternate members to be appointed by the Township Committee.
B. 
Said alternate members shall be designated by the Township Committee and shall serve during the absence or disqualification of any regular member.
C. 
The initial terms of alternate members shall be one and two years, respectively. Subsequent terms of each alternate member shall be two years commencing January 1 of the year of the appointment. Such alternate members shall be designated by the Township Committee as "Alternate No. 1" and "Alternate No. 2" and shall serve in that order during the absence or disqualification of any regular member.
D. 
The alternate members may participate in discussions of the proceedings before the authority but may not vote except in the absence or disqualification of a regular member. A vote of the authority shall not be delayed in order that a regular member may vote instead of an alternate member.

A. 
The Delaware Township Board of Health shall consist additionally of advisory members to be appointed by the Township Committee.
B. 
The Township Committee shall designate one or more advisory members annually.
C. 
The term of each advisory member shall be one-year commencing January 1 of the year of the appointment.
D. 
Advisory members may participate in discussions of the proceedings before the authority but may not vote on matters before the authority.
The Board shall fulfill all the duties and exercise all of the powers set forth in N.J.S.A. 26:3-31 et seq. and in general shall be responsible for exercising faithfully all the duties required by local board by state statute and regulation.
A. 
Of the Board members first appointed, the initial terms of officers shall be as follows:
(1) 
The term of one shall be one year;
(2) 
Two shall be for two years;
(3) 
Two for three years;
(4) 
Two for four years.
B. 
It is the purpose of this section that the terms of no more than three members shall expire in any one year, as required by N.J.S.A. 26:3-6.
