The Township Committee is hereby authorized and directed to promulgate the Personnel Code of Delaware Township (hereafter "the code"), pursuant to the procedures herein expressed.
The code shall, in a manner consistent with federal, state and Township law, set forth in regulation form Township policies and procedures relating to the following areas:
A. 
Appointment, discipline and termination of Township employees;
B. 
Rights and duties of Township employees as to hours of employment, vacations, leave, compensation and other terms and conditions of employment.
To promulgate the code or any amendment thereto, the Committee, by resolution, shall adopt the code or amendment and provide notice of same to all employees and post same in the manner of other public notices not less than 60 days before same is to become effective.
No regulation or amendment thereof shall enter into effect less than 10 days after the distribution of same to Township employees.
In the event that the public interest requires promulgation or amendment of a regulation in the code in less than 60 days, the Committee may, by 2/3 vote of its full authorized membership, permit same to become effective not less than 10 days thereafter, providing the requirement of § 64-4 hereof is met.
The Clerk shall provide each employee with a copy of the Personnel Code and all amendments thereto, together with such other explanatory material or interpretations relating to the code as the Committee shall deem appropriate to provide by memorandum. It shall be the duty of each employee to maintain his or her copy of the code up to date at all times.
