There shall be in the City of Hudson a Conservation Advisory Council to provide technical guidance and conduct research upon the request of the Common Council of the City of Hudson, regarding matters involving questions of environmental resources within the City and/or conservation measures, strategies or programs and other related matters as set forth in the City Code.
There shall be appointed by the Common Council not less than five nor more than nine members, who together shall be the Conservation Advisory Council, and at least two of them shall be appointed for a term of one year, at least three for a term of two years; and at the expiration of such terms, the terms of office of their successors shall be two years, so that the term of office of 1/2 of such Council shall expire each year. All appointments to fill vacancies shall be for the unexpired term. Not more than 1/3 of the members of said Council shall hold any other public office in the City of Hudson. Such members shall have expertise in environmental sciences, planning, engineering, arboriculture, Geographic Information Systems, and associated skills by specified professional or educational credentials and relevant attainment. The Council President shall annually appoint a Chairperson from the members of the Advisory Council. It shall have the power and authority to employ experts, clerks and a secretary and to pay for their services and such other expenses as may be actually and necessarily incurred, not exceeding, in all, the annual appropriation that may be made by the City of Hudson for said Council.
The appointment of the Council shall be evidenced by a certificate in writing signed by the Common Council President and filed forthwith in the office of the City Clerk.
The members of the Council shall serve without compensation for their services as such members.
In accordance with the applicable provisions of Article 12-F, § 239-x, of the General Municipal Law of the State of New York, the Council shall provide technical guidance and research regarding matters involving questions of environmental resources within the City and/or conservation measures, strategies or programs and related matters when such matters are referred to the Council by the Common Council.
