A. 
Except as may be permitted by Chapter 149 (Right to Farm) of the Code of Public Local Laws of Caroline County, Maryland, no property owner or person in control of real property may cause or otherwise permit excessive dust to escape the premises of said property due to an activity or disturbance on the land, lack of landscaping, nonmaintenance, or other preventable cause.
B. 
Any person who violates a provision of this Article IV shall, upon citation issued pursuant to Chapter 92 of the Code of Public Local Laws of Caroline County, Maryland, be deemed to have committed a Class E civil infraction and shall pay to the County the amount prescribed.
