There shall be a Harford County Local Management Board.
The Board shall, with respect to outcomes for children, youth and families:
A. 
Assess community assets and needs;
B. 
Facilitate the development of services; and
C. 
Partner with the Governor's Office for Children or other state agencies to plan, coordinate and monitor the delivery of integrated services along the full continuum of care.
A. 
The Board shall consist of:
(1) 
The following members, appointed by the County Executive and confirmed by the County Council in accordance with the Charter of Harford County:

(a) 
The Director of the Department of Juvenile Services or the Director's designee;
(b) 
The Director of the Harford County Department of Community Services or the Director's designee;
(c) 
The Director of a community-based developmental disabilities organization or the Director’s designee;
(d) 
The Director of the Harford County Health Department or the Director's designee;
(e) 
The Superintendent of the Harford County Board of Education or the Superintendent's designee;
(f) 
The Director of the Harford County Department of Social Services or the Director's designee; and
(g) 
The Director of the Office on Mental Health Core Service Agency of Harford County, Inc., as designated under Title 10, Subtitle 12 of the Health-General Article, Annotated Code of Maryland, or the Director's designee.

As ex officio members:

(a) 
The Judges or Masters of the Circuit or District Court of Harford County;
(b) 
Harford County Council members or designee;
(c) 
The Harford County Sheriff or designee;
(d) 
The Harford County State's Attorney or designee; and
(e) 
The Harford County Public Defender or designee.
(3) 
A parent, parent advocate or both, appointed by the Chairperson of the Board.
(4) 
Private sector members may include representatives from business organizations, from civic and neighborhood organizations, from community collaborative groups, from private providers of employment, from vocational services or from other human services, from religious communities and other individuals involved with children or family issues, including, but not limited to, members of the early child care and education community.

B. 
The County Executive shall designate a member of the Board as Chairperson.
C. 
The term of an appointed member is 4 years and shall be coterminus with the term of the County Executive. At the end of a term, a member continues to serve until a successor is appointed and qualifies. A member who serves 2 consecutive 4-year terms may not be reappointed for 4 years after completion of those terms.
A. 
Vacancies shall be filled for the unexpired term in the manner of original appointment.
B. 
Each member shall serve until his/her successor is appointed and qualified.
C. 
A member of the Board may be removed for cause by the County Executive subject to approval by the Council.
D. 
Any member missing 3 consecutive meetings shall be deemed to have terminated their membership on the Board unless the Board shall, by majority vote, excuse one or more of the absences.
A. 
The Board shall hold at least 1 meeting each year, but additional meetings may be held at any time at the call of the Chairperson or upon the written request of any 2 Board members.
B. 
The Chairperson shall provide the dates, times and locations of the meetings to the County, and the County shall publish that information on the County's website.
The Board shall adopt rules for the transaction of its business.
The Board shall keep a record of its transactions, findings, determinations and decisions, and it shall keep minutes of its proceedings.
