The Township of Schuylkill does hereby signify its desire and intention to organize an Authority under the provisions of the Act of Assembly, May 2, 1945, P.L. 382, as amended.[1]

The proposed Articles of Incorporation of the said Authority, in full, are as follows:
A. 
The name of the Authority is the "Schuylkill Township Sewer Authority";
B. 
The Authority is formed under the Act of General Assembly of the Commonwealth, approved the second day of May, 1945, P.L. 382, as amended;[1]

C. 
No other Authority organized under the said Act, or under the Act approved the 28th day of June, 1935, P.L. 463, is in existence in or for the said incorporating municipality;
D. 
The name of the incorporating municipality is the Township of Schuylkill, and its address is Municipal Building, No. 801 Valley Park Road, Schuylkill Township, Chester County, Pennsylvania, with mailing address at No. 801 Valley Park Road, Phoenixville, Pennsylvania;
E. 
The names and addresses of the municipal authorities[2] of the Township are as follows:[3]

The names, addresses and terms of office of the first members of the Board of the Authority[4] to be formed hereunder are as follows:[5]

G. 
The initial project or projects to be undertaken by the Authority will not burden or interfere with existing business, nor will it in whole or in part duplicate or compete with existing enterprises, public or private serving substantially the same purposes;
H. 
The ordinance authorizing the creation of the said Authority, certified from the records of the Township of Schuylkill, together with the advertisement of notice of the filing of these Articles of Incorporation, are submitted herewith.
The purpose of the Authority shall be to acquire, construct, hold, improve, operate, maintain, provide, own and lease, as lessor or lessee, sewers, sewer systems or parts thereof, sewage collection systems, sewage treatment works, and sewage disposal works, including facilities for the collection, treatment and disposal of sewage; and to do all things in any manner useful, necessary, convenient, or incidental to the advancement of such purposes.
The Authority shall have all the powers and authorities conferred upon the municipal authorities by the said Act of May 2, 1945, P.L. 382, as amended,[1] consistent with the purposes of the said Authority, as set forth hereinabove.

The several officers of the Township of Schuylkill are hereby authorized and directed to do and perform every lawful, requisite, convenient and appropriate thing for the incorporation and organization of the said Authority.
The several officers of the Township of Schuylkill are hereby authorized and directed to cause notice of the proposed filing of the foregoing Articles of Incorporation to be published in the Chester County Law Reporter, and in a newspaper of general circulation, published in the County of Chester, as required by the foregoing Act of Assembly.
The following named persons be, and they are hereby appointed as the first members of the Board of the Authority, whose terms of office shall commence on the dates set after their respective names.[2]
