In addition to the purposes expressed in § 370-2 and the community development objectives of § 370-5 of this chapter, it is the purpose of this district to provide for institutional and public-oriented uses which are supportive of, and compatible with the surrounding land uses and to encourage the preservation of open space pursuant of the open space, recreation and environmental development and the sensitive floodplain areas of Pickering Creek.

A. 
The following uses, as a use by right:
(1) 
Municipal uses, including buildings.
(2) 
Parks, including trail systems.
(3) 
Educational institutions.
(4) 
Wireless communications facility or communications tower on properties owned by Schuylkill Township, subject to the provisions of § 370-151.
(5) 
Accessory use on the same lot as normally accessory to the foregoing permitted uses.
B. 
Any of the following uses when permitted as a conditional use:
(1) 
Recreational facility: public, nonprofit, indoor and/or outdoor, except as otherwise provided in this chapter.
(2) 
Community center.
(3) 
Signs, in accordance with Article XXI herein as an accessory use, except as provided otherwise in the chapter.
(4) 
Day-care center.
(5) 
Emergency services.
(6) 
Public library.
(7) 
Public physical therapy facility.
(8) 
Wireless communications facility or communications tower for properties not owned by Schuylkill Township, subject to the provisions of § 370-151.
(9) 
Accessory use on the same lot as normally accessory to the foregoing conditional uses.
C. 
Any of the following uses as a special exception:
(1) 
Electric substation or other public utility subject to provisions of § 370-167.
(2) 
Fire station.

The maximum building height established by this section may be exceeded by up to a maximum of 15 feet in order to incorporate uninhabitable, architectural features of the building.

Permitted walking trails, sports fencing/netting and retaining walls are permitted within yard areas within the PFZ Zoning District, subject to a minimum setback of five feet from property lines and the ultimate right-of-way. Stormwater management infiltration facilities are permitted within yard areas within the PFZ Zoning District, subject to a minimum setback of 10 feet from property lines and the ultimate right-of-way and subject to the provisions of the Township's Stormwater Management Ordinance.[1]

B. 
Within the PFZ District, areas of man-made steep slopes may be graded or built upon provided the applicant establishes to the satisfaction of the Township Engineer that appropriate protective measures will be put in place to ensure that such grading or building will not cause any increase in erosion of soil at the location of the steep slopes that would not otherwise occur were such grading or building not to occur.
C. 
The maximum impervious coverage limitation is established at a maximum of 50% if at least 10% of the impervious coverage for the property is comprised of synthetic athletic fields.

Minimum parking requirements for uses listed above are two spaces for 1,000 square feet of building and a maximum of five spaces for every 1,000 square feet of building, with the exception of parking for educational institutions, which shall be one space for every four seats in the single largest place of assembly.

A. 
Public utilities shall be shown to be available as a condition of conditional use approval of any conditional use.
B. 
All traffic problems anticipated to be caused by the use shall be shown to be adequately addressed by the applicant through measures to be provided for and funded by the applicant.
C. 
All criteria of any applicable provisions of Article XX and of § 370-208 shall be found to be satisfied.
