The drinking of alcoholic beverages or the possession of an open bottle or container containing an alcoholic beverage on any road, street, sidewalk or thoroughfare, including alleys, lanes and courts, and on any Village-owned or -controlled parks, playgrounds and recreational areas, within the Village of Green Island or the drinking of alcoholic beverages or the possession of any open bottle or container containing an alcoholic beverage while in a motor vehicle upon any public road, street or thoroughfare, including alleys, lanes and courts, and on any Village-owned or -controlled parks, playgrounds and recreational areas, etc., within the Village of Green Island, shall constitute an offense punishable as set forth in § 50-3.
The provisions of this chapter shall not apply to the drinking of alcoholic beverages at picnic grounds or other open places where outdoor social gatherings are held and which are generally used for such purposes and where prior approval by the Board of Trustees has been obtained.

Any person who violates any provision of this chapter shall, upon conviction thereof, be subject to a fine not exceeding $250 or to imprisonment for not more than 15 days, or to both such fine and imprisonment.
