(a) 
The following advisory boards, committees, etc. (by whatever title they may be known), shall be appointed and created by the Council, and they shall have such duties and responsibilities and such number of members as may have heretofore been given them by the Council or as the Council may from time to time designate. The term of each member shall terminate on June 30 of any fiscal year or until a successor is qualified. The Council shall appoint a Chairman for each such board.

Parks, Playgrounds and Recreation Advisory Board
Patriotic Observance Advisory Board

(b) 
A Shade Tree Advisory Board is created. Because of the nature and expertise required of such Board, its membership, duties and officers shall be as follows:
(1) 
Regular members of the Shade Tree Advisory Board shall be appointed by the Township Council for four-year terms.
(2) 
The Shade Tree Advisory Board shall consist of seven members and two alternate members. As to the regular members, one shall also be a member of the Township Environmental Commission and shall have a term of four years or a term which shall terminate at the completion of his or her term of office as a member of the Environmental Commission, whichever first occurs; and six shall be residents of Teaneck who have knowledge of shade tree issues. The terms of the six resident members first appointed shall be so determined that, to the greatest practicable extent, the expiration of such terms shall be distributed evenly over the first four years after their appointments, as determined by resolution of the Council; provided, however, that no term of any such member shall exceed four years, and thereafter all such resident members shall be appointed for terms of four years. Two alternate members shall be appointed by the Council to serve for terms of two years; provided, however, that the initial terms of such alternate members be one year and two years, respectively. Such alternate members shall be designated by the Council as "Alternate No. 1" and "Alternate No. 2" and shall serve during the absence or disqualification of any regular member or members. Alternate members may participate in discussions of the proceedings but may not vote, except in the absence or disqualification of a regular member. A vote shall not be delayed in order that a regular member may vote instead of an alternate member. In the event that a choice must be made as to which alternate member is to vote, Alternate No. 1 shall vote.
(3) 
A designee of the Township Manager shall be an ex officio member of the Shade Tree Advisory Board.
(4) 
With the permission of and budgetary control by the Township Manager, a consultant and/or an expert in shade tree management and urban forestry, with preference given to volunteered services, shall be an ex officio member of the Shade Tree Advisory Board.
(c) 
An Environmental Advisory Board for Votee Park is hereby created as follows:

(1) 
Its membership shall consist of a maximum of nine regular members, all of whom shall be residents of Teaneck, who shall be appointed by the Township Council in accordance with the provisions of Rule IX, respecting advisory boards, of Appendix I of Chapter 2 of the Code of the Township of Teaneck. In additional to its regular members, the Council may designate one of its members as a liaison to the Board. In addition, the Township Manager, or his designee, may serve as a representative to the Board. The Council's liaison and the Manager's representative may attend meetings of the Board and may participate in all discussions but shall not have a vote.
(2) 
In accordance with the provisions of Rule IX, respecting advisory boards, of Appendix I of Chapter 2 of the Code of the Township of Teaneck, the Township Council shall appoint the Chairperson of the Board from among its regular members.
(3) 
The terms of all regular members shall be one year from the date of their appointment unless extended or unless the Board is dissolved prior to the expiration of such term.
(4) 
The Board shall have the following duties:
a. 
Review, analyze and assess test data, test methodology, and findings and conclusions contained in any site investigation report or proposed site remediation plan respecting Votee Park.
b. 
Make recommendations to the Township Council respecting additional testing or investigation at Votee Park, the remediation, if any, of Votee Park, the construction of the soccer fields and the restoration of Votee Park following any required remediation thereof.
(5) 
Unless extended by Council resolution, the Board shall dissolve effective December 31, 2012.
(d) 
There shall be an Advisory Board of Sustainability (herein, the "Advisory Board") consisting of 15 members as follows:

(1) 
The members shall consist of the seven regular members of the Environmental Commission, each with a term coterminous with his or her term on the Environmental Commission, plus an additional eight members to be appointed as described herein.
(2) 
The Manager or his/her designees shall be a member of the Advisory Board, ex officio; and
(3) 
The Council shall appoint five members in order to ensure that the Advisory Board is broadly representative of the Teaneck community, including its businesses, religious, educational and not-for-profit institutions, civic organizations and other persons who can contribute to the mission of the Advisory Board; and
(4) 
The Township Manager shall appoint three members, none of which may be Township employees.
(5) 
The Chair of the Advisory Board shall be appointed by the Township Council.
(6) 
The mission of the Advisory Board shall be to:
a. 
Advise the Council and the Manager on ways to improve municipal operations with "green" initiatives which are economically and environmentally sound through research and evaluation.
b. 
Serve as the "green team" for the purposes of the Sustainability Jersey program and shall assist the Manager in obtaining and maintaining certification under that program.
c. 
Research and analyze green initiatives which make practical environmental and financial sense.
d. 
Develop strategies for sustainable green initiatives in municipal operations.
