For the purposes of this chapter, the following words and phrases shall have the meanings respectively ascribed to them by this section:
BOARDINGHOUSE
Any dwelling in which one or more persons are lodged and served with meals for a fee, excepting boarding of relatives, by blood or marriage, of the owner or occupant.
LODGINGHOUSE
Any place where furnished rooms are rented to one or more persons for a fee, excepting the lodging of relatives, by blood or marriage, of the owner or occupant.
RELATIVES
One or more persons who live together in one dwelling unit and maintain a common household and who are related by blood, marriage or adoption, For the purpose of this section, a family includes only a husband and wife, son, son-in-law, daughter, daughter-in-law, father, father-in-law, mother, mother-in-law, brothers and sisters, grandparents, grandchildren, stepchildren and adopted children and bona fide family servants living in and working full-time on the premises.

No person shall engage in the business of keeping a boarding house, lodging house without first obtaining a permit from the Health Department to conduct the same.

Application for a permit required by this chapter shall be made to the Health Department. Such application shall state the name and address of the owner of the premises, the name of the owner-occupant who will conduct such boardinghouse, lodging house, the location of the premises in which such business will be conducted, the number of rooms to be occupied by boarders, lodgers or guests and the dimensions of each room.
The Department of Health shall cause an investigation to be made of the premises, and if such premises is considered fit for such a business, shall issue a permit if the premises conforms with all other pertinent provisions of this Code or other Township ordinances.

The fee shall be as contained in Appendix III of Chapter 2. Each permit issued pursuant to this chapter shall expire on December 31 of each year.
Permits issued pursuant to this chapter may be revoked at any time by the Department of Health if the sanitary requirements are not being met or upon the conviction of the person holding such permit of a violation of any provision of this Code or other Township ordinances or in relation to such business.

Every boardinghouse and lodging house shall keep a register of the name of resident boarders and lodgers, including their previous addresses.
