As used in this chapter, the following terms shall have the
meanings indicated:
Every device propelled by human power upon which any person
may ride, having two tandem wheels, either of which is more than 20
inches in diameter.
A single platform which is mounted on wheels, having no mechanism
or other device with which to steer or control the direction of movement
thereof while being used, operated or ridden.
Any device not listed previously, propelled by human power
and having wheels, upon which any person may ride. Wheelchairs and
baby strollers are excepted from the provisions of this chapter.

It shall be unlawful for any person to ride a bicycle, skateboard
or any other wheeled device upon any sidewalk in the Borough of Ligonier
inside the area bounded by Cypress Street on the east, Hemlock Street
on the west, Locust Street on the north and Freeman Street on the
south, and on any public walk in the Diamond, in Mellon Park, in Friendship
Park and in St. Clair Grove in said Borough.

The bicycle, skateboard or wheeled device of any violator may be impounded by the Borough police, to be returned upon payment of the penalty set forth in § 51-4 or upon a finding of innocence.

If the violator is a minor, the parent or guardian shall be notified
that he or she is to pick up the bicycle or skateboard so held by
the Borough police.

Any person who shall violate any of the provisions of this chapter
shall, upon conviction thereof before the Magisterial District Judge,
be sentenced to pay a fine of not more than $600 and costs of prosecution,
and, in default of payment of said fine and costs, to imprisonment
for not more than 30 days.
