The provisions of this article shall apply except when it is
necessary to stop a vehicle to avoid conflict with other traffic or
in compliance with the directions of a police officer or official
traffic control device.
No person shall park a vehicle at any time upon any of the streets or parts thereof described in Schedule IX (§ 158-43), attached to and made a part of this chapter.

No person shall park a trailer, as that term is defined in the
Vehicle and Traffic Law, upon any street or part of a street within
the Town of Waterford for a period of time in excess of 48 hours.

Except when necessary to avoid conflict with other traffic,
or when in compliance with law or the directions of a police officer
or official traffic control device, no person shall stop, stand, or
park a vehicle on a sidewalk.
No person shall stop a vehicle upon any of the streets or parts of streets described in Schedule X (§ 158-44), attached to and made a part of this chapter.
No person shall stand a vehicle upon any of the streets or parts of streets described in Schedule XI (§ 158-45), attached to and made a part of this chapter.
No person shall park a vehicle between the hours specified in Schedule XII (§ 158-46) of any day, unless otherwise indicated, upon any of the streets or parts of streets described in said Schedule XII, attached to and made a part of this chapter.
No person shall stop a vehicle during the times specified in Schedule XIII (§ 158-47) of any day, unless otherwise indicated, upon any of the streets or parts of streets described in said Schedule XIII, attached to and made a part of this chapter.
No person shall stand a vehicle during the times specified in Schedule XIV (§ 158-48) of any day, unless otherwise indicated, upon any of the streets or parts of streets described in said Schedule XIV, attached to and made a part of this chapter.
No person shall park a vehicle for longer than the time limit shown in Schedule XV (§ 158-49) at any time between the hours listed in said Schedule XV of any day, unless otherwise indicated, upon any of the streets or parts of streets described in said Schedule XV, attached to and made a part of this chapter.
The locations described in Schedule XVI (§ 158-50), attached to and made a part of this chapter, are hereby designated as loading zones.

A.
No person shall stand, stop or park at any time upon any part of
any street or lot designated as a handicapped parking spot described
in Schedule XVII, attached to and made a part of this chapter, unless
such person shall possess a valid handicapped parking permit and/or
valid handicapped license plates.
B.
No part of any public street or lot shall be designated as a handicapped
parking spot except by action of the Town Board and upon consultation
with and approval of the Highway Superintendent and/or any other applicable
authority.
C.
In the application for the designation of a handicapped parking spot,
the Town Board shall require the following:
(1)
Proof of residence within the Town of Waterford.
(2)
Proof of registration of a motor vehicle in the name of either
the applicant or a member of the applicant's immediate family residing
with the applicant.
(3)
A physician's explanation for the need for a reserved handicapped
parking spot.
(4)
Valid handicapped parking permit or valid handicapped license
plates.
(5)
Written permission of the property owner if the applicant is
a tenant.

No person shall park a vehicle at any time from and including November 1 through March 31 of the following year upon any of the streets or parts thereof described in Schedule XVIII (§ 158-52), attached to and made a part of this chapter.

No person shall stop, stand or park a vehicle within 15 feet
of a fire hydrant except when such vehicle is attended by a licensed
operator who is seated in the front seat and who can immediately move
such vehicle in case of emergency, unless a different distance is
indicated by official signs or markings. This prohibition shall not
apply to any emergency vehicle or other vehicle operated by emergency
personnel when responding to an emergency.

No person shall stop, stand, or park a vehicle, whether occupied
or not, except momentarily to pick up or discharge a passenger or
passengers, in front of a public or private driveway.
