Citizens and/or community groups who have an interest in the deliberations of a particular board, commission or authority shall register with such entity by notifying the secretary of such entity of said interest and providing to the secretary the name and address of the citizen and/or community group, the geographic area or subject matter of the interest and such further information as the secretary deems reasonable.
A. 
It shall be the duty of the secretary of each board, commission and authority, or person designated by such board, commission and authority, to provide notice to any registered citizen and/or community group of those matters pending before such board, commission or authority in which such citizen and/or community group has expressed a written interest.
B. 
The duty of the secretary hereinabove specified shall extend to those citizens and/or community groups who are duly registered with a board, commission or authority.
(1) 
For purposes of this subsection, sufficient notice shall constitute the deposit of a copy of the agenda or other document adequately describing the topics of discussion of the board, commission or authority meeting by certified mail, return receipt requested, addressed to that duly registered interested citizen and/or community group at least one week prior to the scheduled date of the board, commission or authority meeting. Said notice required herein shall be in addition to that notice required by any other applicable state or local law.
(2) 
A board, commission or authority shall not deliberate upon or take any action with reference to matters which require notification under this subsection without first notifying registered, interested citizens and/or community groups of the meeting.

A. 
All boards, commissions, committees, and authorities of the City of Harrisburg are hereby authorized to hold their public meetings by making use of City-authorized telecommunication devices as defined in Title 1, Chapter 302, Glossary of Terms of the Codified Ordinances of Harrisburg. Public meetings held using authorized telecommunication devices shall be referred to as "virtual public meetings." Agendas for virtual public meetings shall be posted on the City of Harrisburg's website at least 24 hours in advance of such meetings.
B. 
The City shall provide all necessary technical services to effectuate such virtual public meetings for all the boards, commissions, and authorities of the City that are not independently funded.
C. 
Nothing in this section shall alter any rights or duties established by the Sunshine Act, 65 Pa.C.S.A. § 701 et seq., as amended, but shall authorize virtual public meetings to the greatest extent allowed by said Act.

A. 
All public meetings of the Zoning Hearing Board of the City of Harrisburg, established by § 7-323.3 of the Codified Ordinances of Harrisburg, and of the Planning Commission of the City of Harrisburg, established by § 7-103.1 of the Codified Ordinances of Harrisburg shall be recorded. Such recording shall include both audio and visual recording.
B. 
The City shall make the recordings required by Subsection A available to the public on the cable television channel operated by the City and by making them available online in a manner determined by the Director of Information Technology.
C. 
Nothing in this section shall alter any rights or duties established by the Sunshine Act, 65 Pa.C.S.A. § 701 et seq., as amended.
D. 
Recordings required by Subsection A shall be retained in accordance with the Municipal Records Act, 53 Pa.C.S.A, § 1381 et seq.
E. 
Failure to record meetings in accordance with Subsection A shall not cause the business of a meeting to be void, nor shall it be cause to halt the meeting. If there is not compliance with Subsection A, the Director of Planning shall cause minutes of the meeting to be written and made available to the public prior to the next meeting of the relevant board or commission and provide notice to the Council of the City of Harrisburg.
