Whatsoever is dangerous or injurious to human life or health,
whatever building or part or cellar thereof, if overcrowded or not
provided with adequate means of ingress or egress or if not sufficiently
supported, ventilated, drained, lighted or cleaned, and whatsoever
renders soil, air, water or food impure or unwholesome is declared
to be a nuisance and to be illegal; and every person having aided
in creating or distributing the same or who may support, continue
or retain any of them shall be deemed guilty of a violation of this
article and shall also be liable for the costs and expense of the
abatement or remedy required.
A.
No meat, fish, bird, fruit, vegetables, milk or anything for human
food or drink, not being then fresh or properly preserved, sound,
wholesome and safe for such use; nor any flesh of any animal which
died by disease or which, at the time of its death, was in a sickly
or unwholesome condition; nor the carcass or meat of any calf which
was, at the date of its death, less than four weeks old or of any
pig which, at the time of its death, was less than five weeks old
or any lamb which, at the date of its death, was less than eight weeks
old shall be brought within the limits of this Village or offered
or held for sale as food therein.
B.
Any violation of this section shall subject the offending party to
a penalty of $10 for each offense and for each day's continuance
or repetition of the offense.
A.
All dealers in such food supplies as are liable to contamination
from dirt or flies, insects, etc., such as milk, meats, fish, vegetables,
fruits, candies and cake, must provide a covering of some suitable
material to protect any such food exposed for sale from dust, flies,
insects, etc.
B.
Any violation of this section shall subject the offending party to
a penalty of $5 for each offense and for each day's continuance
or repetition of the offense.
A.
The keeping and slaughtering of all cattle, sheep and swine and the
preparation and keeping of all meat, fish, birds or other animal food
within the corporate limits of said Village shall be in a manner best
adapted to secure and continue their wholesomeness as food, and every
butcher or other person owning, leasing or occupying any place, room
or building within the corporate limits of said Village wherein any
cattle, sheep or swine have been or are killed or dressed and every
person being the owner, lessee or occupant of any room or stable within
the corporate limits of said Village wherein any animals are kept
or any market, public or private, shall cause such place, room, building,
stable or market and its yards and appurtenances to be thoroughly
cleansed and purified and shall cause all offal, blood, fat, garbage,
refuse and unwholesome or offensive matter to be removed therefrom
at least once in 24 hours after the use thereof for any of the purposes
herein referred to and shall also at all times keep all woodwork,
save floor and counters, in any such building, place or premises aforesaid
thoroughly painted or whitewashed; and the floors of such building,
place or premises shall be so constructed as to prevent blood or foul
liquids or washings from settling in the earth beneath.
B.
Any violation of this section shall subject the offending party to
a penalty of $10 for each offense and for each day's continuance
or repetition of the offense.

It is hereby declared to be a nuisance and it shall be unlawful
for any person, firm or corporation, as principal, agent or employee,
to keep or permit to be kept at or upon any premises owned, controlled
or occupied by him or in said Village any cowhouse, stable, cellar,
vault, drain, pool, sewer or sink in a foul, noxious or filthy condition.[1]
No house refuse, offal, garbage, dead animals, decaying vegetable
matter or organic waste shall be thrown upon any street, road or public
place within the corporate limits of the Village of Mount Morris.

As used in this article, the following terms shall have the
meanings indicated:
Any act or acts dangerous to health or which tend to endanger
public comfort or repose.
No person, firm or corporation shall cause, permit or allow
the creation, existence or continuance of any nuisance as herein defined.
A.
The Board of Trustees of the Village of Mount Morris may serve a
notice, in writing, upon the owner, occupant, agent or person in possession
or control of any lot, building or premises upon which any nuisance
may be found requiring him to abate the same in such manner as it
shall prescribe, within a reasonable time.
B.
If the person so notified shall neglect or refuse to comply with
the requirements of said notice by abating said nuisance within the
time specified, such person shall be liable for a fine of $100 for
each day beyond the specified time the nuisance continues.

A.
Every owner, lessee or occupant of any building, premises or place
of business shall provide or cause to be provided and at all times
keep suitable and sufficient receptacles for receiving and holding
all garbage and refuse that may accumulate from said building, place
of business or upon said premises or the portion thereof where he
may reside. All such receptacles shall be provided with proper tight-fitting
covers and at all times shall be kept securely closed. All such receptacles
shall be kept a sufficient distance from adjoining premises or from
the public sidewalk to prevent any offense. All such garbage, rubbish,
etc., shall be properly disposed of within a period of one week and
shall not be allowed to accumulate for a period longer than one week.
B.
No garbage or other refuse shall be burned within the Village limits.
C.
Any person violating any of the provisions of this section shall
be liable for a fine of $100 for each and every violation.
A.
No person shall throw, deposit, dump, empty, convey or cause to be
conveyed for the purpose of dumping any garbage, rubbish or refuse
whatsoever on any land, lot or place within the Village limits.
B.
Any person violating any of the provisions of this section shall
be liable for a fine of $100 for each and every violation.
