A. 
There shall be a Department of Economic Development, the head of which shall be the Director of Economic Development.
B. 
The Department of Economic Development shall consist of the following divisions:
(1) 
Division of Industrial Development.
(2) 
Division of Economic Planning and Research.
(3) 
Division of Housing.
A. 
There shall be a Division of Industrial Development within the Department of Economic Development, the head of which shall be the Chairman of the Industrial Committee. The Division of Industrial Development shall be the Industrial Committee, which shall consist of nine members, to be appointed by the Mayor for staggered terms of three years.
B. 
The department head shall serve as the professional advisor to the Committee and shall be responsible for the orderly development of industry within the Township, including liaison with the involved agencies and financial institutions. He shall serve as economic advisor to the Mayor and may, in addition to his duties enumerated, hold office with another department to assist in the obtaining of federal and state grants. He shall serve as an ex officio member of the Industrial Committee and shall serve as its secretary. He shall be appointed for a term of one year at such compensation as may be fixed by ordinance.
C. 
There shall be a position of grantsman to be appointed by the Township Council for a term of one year at such compensation as may be fixed.
D. 
The Division shall have the power to:
(1) 
Make and cause to be made an exhaustive study of available industrial sites and give wide publicity to the advantages thereof, that the early improvement and development and productive use thereof shall be accomplished.
(2) 
Serve as a clearinghouse in connection with problems affecting the business, industry and commerce of the community.
(3) 
Provide for and encourage the development and expansion of local trade and industry.
(4) 
Promote the location of new business and industry and the expansion of now existing business and industry.
(5) 
Maintain a study of local business and trade conditions collecting data and disseminating information for existing business and industrial use and for the promotion of new business and industry.
(6) 
Publicize the trade conveniences as to location of the Township, its rail, water and highway conveniences, its economic advantages and other pertinent factors which make the Township a desirable location for trade and industry.
(7) 
Collect information and compile and distribute material dealing with business and trade and the advantages and attraction of the Township for trade and industry.
(8) 
Collect and distribute information and publicize the historic and scenic places and points of interest in the local area and cooperate with local organizations, businesses, industrial and commercial, and also civic, fraternal and other associations cooperating in planning for business and industry meetings and publicizing the business, industrial and commercial advantages of the Township.
(9) 
Provide necessary liaison between the Mayor, the Township Council, the Planning Board and the Board of Adjustment.
(10) 
Supervise the operation of a Municipal Industrial Park should such be authorized by the Township Council.
A. 
There shall be within the Department of Economic Development a Division of Economic Planning and Research, the head of which may be the Mayor's Economic Advisor. The Division of Economic Planning and Research shall consist of the Economic Planning and Research Committee, consisting of nine members, to be appointed by the Mayor, such appointments to be for staggered terms of three years.
B. 
The Mayor's Economic Advisor shall be an ex officio member of said Committee and shall serve as its secretary.
C. 
The Division shall have the following powers and duties:
(1) 
Assist in the making of policy decisions which relate to the Township's physical development.
(2) 
Assist in preparing and coordinating measures and programs to carry out the development policies.
(3) 
Carry on the research and study necessary to keep the economic master plan up to date.
(4) 
Advise the Township Central Planning Board on any matters submitted to the Division by the Board.
(5) 
Assist the Business Administrator, the Mayor and Council in the preparation of the capital budget.
(6) 
Assist the Tax Assessor in gathering and maintaining current and accurate Township census data.
(7) 
Perform such other duties in connection with economic planning or the physical development of the Township as may be required by the Business Administrator.
(8) 
Provide liaison between the Mayor, the Township Council, the Planning Board and the Board of Adjustment concerning the economic planning and development of the Township.

There shall be within the Department of Economic Development a Division of Housing, the head of which shall be the Chairman. The Division of Housing shall consist of nine members, to be appointed by the Mayor for staggered terms of three years.
B. 
The Division shall have the following powers and duties:
(1) 
To conduct studies and prepare reports and recommendations concerning the need for housing and housing programs, specifically with regard to the needs of senior citizens and families of moderate and low income residing in the Township of Marlboro, as of the time of the adoption of this chapter.
(2) 
To conduct studies and prepare reports and recommendations to the Mayor and Township Council concerning housing and housing programs within the guidelines established by state and federal authorities for a municipality of the size and character of the Township of Marlboro.
(3) 
Coordinate all programs of housing for senior citizens and families of low and moderate incomes presently residing within the Township of Marlboro.
(4) 
Conduct studies and prepare reports and recommendations for the Mayor and Township Council concerning the rehabilitation of existing substandard housing within the Township of Marlboro.
(5) 
Develop, prepare and disseminate descriptive and illustrative materials intended for the explanation of recommended or proposed plans concerning housing for senior citizens and families of moderate and low income presently residing in the Township of Marlboro.
(6) 
Investigate and establish a liaison with all appropriate federal, state and county agencies concerning the methods and guidelines to determine means of nonmunicipal funding of housing programs for the benefit of senior citizens and families of moderate and low incomes residing in the Township of Marlboro within the guidelines established by the Township Council.
