No person shall occupy as owner-occupant or operator, nor let to another for occupancy, any dwelling, dwelling unit, rooming house, or rooming unit which does not meet the minimum requirements of applicable provisions of the statutes of the Commonwealth of Pennsylvania and the ordinances of the City pertaining to safety from fire hazards and fire protection.

From October 1 of each year to May 15 of the following year, every owner or operator of any dwelling or rooming house shall supply adequate heat to every habitable room therein, except where there are separate heating facilities for each dwelling unit under the sole control of the occupant of any such dwelling unit.
Any person who violates the provisions of this chapter shall be subject to the general code penalty, § 1-301.99 of these Codified Ordinances.
