The owners of land in the Borough of Raritan abutting on any of the public streets of said Borough be and they are hereby required to construct, repair and keep in repair the sidewalks in front of and along their respective properties with cracked stone, cinders, gravel or other good material in such manner that the same, of whatever material constructed or repaired, will at all seasons of the year be firm, smooth and convenient for travel; all of said work to be done under the supervision and pursuant to the regulations of this Board within 30 days after receiving notice of this article. The owners of land abutting sidewalks in the Borough of Raritan are exempted from constructing, repairing and keeping in repair those portions of sidewalks which constitute handicapped access so long as such access has been constructed in accordance with the direction of the Borough Engineer and accepted by the Borough Engineer.
If any owner of land as aforesaid shall refuse or neglect to comply with this article for a longer period than 30 days after receiving notice hereof, the said sidewalks shall be constructed and repaired in front of and along the land of the owner so refusing or neglecting by and under the direction of this Mayor and Council, and the costs and expenses incident thereto shall be charged to and collected from the said owner or assessed upon the said property, as this Board may by resolution hereafter determine.
