All premises within the Borough of Westwood using attack and guard dogs shall notify the Westwood Volunteer Fire Department and the Westwood Police Department of the presence of the dogs for attack and guard purposes upon said premises.

All said premises using attack and guard dogs shall post signs on all doors which can be used as entrances from the outside, stating the following:
A. 
That guard dogs are on the premises.
B. 
A phone number of a guard dog service or the owner of said guard dog which has responsibility of and can control or contain said dog.
The phone number mentioned in § 99-24B of this article shall be that of a guard dog service or the owner of said guard dog, who shall be available on a twenty-four-hour basis and shall be able to respond within 1/2 hour of the firefighters' call to secure the animal.
Any individual and/or corporation or other association who has actual or constructive custody of any attack or guard dogs pursuant to this article while not actually upon the premises to be guarded, and while said dogs are within the Borough of Westwood, shall have these dogs muzzled and leashed at all times.
Any person, firm or corporation violating any provision of this article shall be punishable as provided in Chapter 1, General Provisions, Article III, General Penalty, of the Code of the Borough of Westwood.
