§ 375-18 Angle parking zones.

Pursuant to the provisions of N.J.S.A. 39:4-197.4, the streets or parts of streets described below which have been marked and signed for angle parking for a period of time in excess of 20 consecutive years under the jurisdiction of this municipality shall remain as such, and all other streets or parts of streets described below which have been marked and signed for angle parking and which are under the jurisdiction of this municipality are hereinafter designated as "angle parking zones." Individual parking spaces will be designated by lines painted or durably marked on the surface of the street and/or adjacent curbing. Pursuant to the provisions of N.J.S.A. 39:4-135, vehicles shall be parked at the angle to the curb designated, in the direction of travel and entirely within the limits of the space provided.

§ 375-19 Handicapped parking.

A. Handicapped parking spaces on streets and in municipal lots. Pursuant to the authority granted to this municipality by N.J.S.A. 39:4-197, the following on-street and municipal lot locations are hereby designated as restricted parking spaces for use by persons who have been issued special vehicle identification cards by the Division of Motor Vehicles. No other person shall be permitted to park in these spaces:

B. Handicapped parking zones in front of residences. Pursuant to the provisions of N.J.S.A. 39:4-197.6, the following locations are hereby designated as restricted parking zones in front of residences occupied by licensed handicapped persons. Only a motor vehicle for which a valid permit has been issued and which has such permit properly displayed shall be permitted to be parked in the restricted parking zone indicated on such permit.

D. Issuance of handicapped parking permits and temporary handicapped placards; fees.

(1) Handicapped parking permits shall be issued pursuant to the provisions of N.J.S.A. 39:4-197.7 and may be obtained from the Chief of Police or his designee. A fee of $4 per permit is hereby fixed for the issuance of such permit.

(2) Temporary handicapped placards shall be issued pursuant to the provisions of N.J.S.A. 39:4-206 and may be obtained from the Chief of Police. The fee for the issuance of such temporary placard shall be $4 and payable to the Director of the Division of Motor Vehicles.

§ 375-20 Commuter parking zones.

A. The following streets or parts of streets are hereby designated as resident commuter parking sticker zones. No person shall park a vehicle between the hours of 6:00 a.m. and 4:00 p.m. Monday through Friday, public holidays excepted, unless the vehicle has displayed in the left rear window a valid and current resident commuter parking sticker.

B. The following municipal lots are hereby designated as commuter parking zones: Metered Lots 1 and 2 as defined in § 237-6. A resident or nonresident commuter parking sticker is required to park in these lots during the hours specified and at the rates specified in § 237-9.

C. Issuance of resident stickers; fee. Resident stickers are issued by, and may be purchased from, the Clerk of the Borough of Westwood. A fee not to exceed $25 per sticker is hereby fixed for issuance of such sticker. The Borough Clerk shall from time to time adopt rules for the issuance of said stickers and encompassing such matters as verification of residents, issuance of replacement stickers and the like.

D. Resident stickers as evidence of ownership. Wherever entrance to or use of any Borough facility is limited to motor vehicles owned and operated by residents of the Borough of Westwood, such ownership shall be evidenced by the resident stickers issued by the Clerk of the Borough of Westwood.

E. Procedure upon denial of resident sticker. Any person denied a sticker may appeal to the Mayor and Council and have a hearing on such denial within 45 days of the written request for such hearing.

F. Issuance of nonresident stickers; fee. Nonresident stickers are issued by, and may be purchased from, the Clerk of the Borough of Westwood. A fee not to exceed $20 per sticker is hereby fixed for issuance of such sticker. The Borough Clerk shall from time to time adopt rules for the issuance of said stickers and encompassing such matters as verification of residents, issuance of replacement stickers and the like.

G. Nonmetered commuter parking is hereby prohibited on the streets of Westwood except in the areas as designated in § 375-20A with valid and current resident commuter parking sticker.

§ 375-21 Fire Department business zones.

The streets or parts of streets described below are hereby designated as Fire Department business zones. No person shall park a vehicle in the areas described below unless said person is present in these locations for the purpose of contacting or transacting with the said Department:

§ 375-23 Community Center business/activity parking.

No person shall park a vehicle in the areas described below unless said person is present in these locations for the purpose of contacting or transacting within the Community Center or present for the purpose of participating in a scheduled event being conducted within:

§ 375-24 Municipal business/municipal personnel parking.

§ 375-25 Church business zones.

A. The streets or parts of streets described below are hereby designated as church business zones. No person shall park a vehicle in any of the areas described unless such vehicle displays a valid permit or identification issued for this purpose:

B. Issuance of permits or identification. Any church organization for which a church business zone has been established within this chapter shall provide for the issuance of permits or some form of identification which will clearly identify a specific motor vehicle and the location where it is authorized to be parked. The design and size of the permit or form of identification shall be determined by the director or clergyman in charge of the respective church, in consultation with the Chief of Police. Said permit or identification and the manner in which it is to be displayed will be subject to the approval of the Chief of Police.

§ 375-26 Library business zones.

The streets or parts of streets or municipal parking lots described below are hereby designated as library business zones. No person shall park a vehicle in these areas unless said vehicle is owned or operated by employees of the Westwood Library or present at these locations for the purpose of contacting or transacting within the Westwood Library:

§ 375-27 Child-care center business zones.

The streets or parts of streets described below are hereby designated as child-care center business zones. No person shall park a vehicle in the areas described unless said vehicle is owned or operated by employees of the respective child-care center or present at these locations for the purpose of contacting or transacting within:

§ 375-28 Restricted parking on school days. [1]

The streets or parts of streets described below are hereby designated as school dropoff and pickup zones. No vehicles may discharge passengers, be parked, standing or left unattended during the hours of 7:30 a.m. to 9:30 a.m., Monday through Friday, when school is in session on the east side location, except for the dropoff zone. Vehicles may park during the hours of 2:30 p.m. to 4:30 p.m., Monday through Friday, when school is in session on the east and west side locations (pickup zone) unless otherwise noted.

§ 375-29 Removal of vehicles; costs and fees.

Pursuant to the provisions of N.J.S.A. 39:4-136, any vehicle parked or left standing upon any of the areas described in this article which is disabled to the extent the operator cannot move it or any unoccupied vehicle parked or standing in violation of any section of this article shall be deemed a nuisance and a menace to the safe and proper regulation of traffic, and any peace officer may provide for the removal of such vehicle. The owner of such vehicle shall pay the reasonable costs and fees of the removal and storage which may result from such removal before regaining possession of the vehicle.
