Pursuant to the provisions of N.J.S.A. 39:4-197.4, the streets or parts of streets described below which have been marked and signed for angle parking for a period of time in excess of 20 consecutive years under the jurisdiction of this municipality shall remain as such, and all other streets or parts of streets described below which have been marked and signed for angle parking and which are under the jurisdiction of this municipality are hereinafter designated as "angle parking zones." Individual parking spaces will be designated by lines painted or durably marked on the surface of the street and/or adjacent curbing. Issuance of handicapped parking permits and temporary handicapped placards; fees.
(1) 
Handicapped parking permits shall be issued pursuant to the provisions of N.J.S.A. 39:4-197.7 and may be obtained from the Chief of Police or his designee. A fee of $4 per permit is hereby fixed for the issuance of such permit.
(2) 
Temporary handicapped placards shall be issued pursuant to the provisions of N.J.S.A. 39:4-206 and may be obtained from the Chief of Police. The fee for the issuance of such temporary placard shall be $4 and payable to the Director of the Division of Motor Vehicles.

The following municipal lots are hereby designated as commuter parking zones: Metered Lots 1 and 2 as defined in § 237-6. A resident or nonresident commuter parking sticker is required to park in these lots during the hours specified and at the rates specified in § 237-9.
C. 
Issuance of resident stickers; fee. Resident stickers are issued by, and may be purchased from, the Clerk of the Borough of Westwood. A fee not to exceed $25 per sticker is hereby fixed for issuance of such sticker. The Borough Clerk shall from time to time adopt rules for the issuance of said stickers and encompassing such matters as verification of residents, issuance of replacement stickers and the like.
D. 
Resident stickers as evidence of ownership. Wherever entrance to or use of any Borough facility is limited to motor vehicles owned and operated by residents of the Borough of Westwood, such ownership shall be evidenced by the resident stickers issued by the Clerk of the Borough of Westwood.
E. 
Procedure upon denial of resident sticker. Any person denied a sticker may appeal to the Mayor and Council and have a hearing on such denial within 45 days of the written request for such hearing.
F. 
Issuance of nonresident stickers; fee. Nonresident stickers are issued by, and may be purchased from, the Clerk of the Borough of Westwood. A fee not to exceed $20 per sticker is hereby fixed for issuance of such sticker. The Borough Clerk shall from time to time adopt rules for the issuance of said stickers and encompassing such matters as verification of residents, issuance of replacement stickers and the like.
G. 
Nonmetered commuter parking is hereby prohibited on the streets of Westwood except in the areas as designated in § 375-20A with valid and current resident commuter parking sticker.

B. 
Issuance of permits or identification. Any church organization for which a church business zone has been established within this chapter shall provide for the issuance of permits or some form of identification which will clearly identify a specific motor vehicle and the location where it is authorized to be parked. The design and size of the permit or form of identification shall be determined by the director or clergyman in charge of the respective church, in consultation with the Chief of Police. Said permit or identification and the manner in which it is to be displayed will be subject to the approval of the Chief of Police.

Pursuant to the provisions of N.J.S.A. 39:4-136, any vehicle parked or left standing upon any of the areas described in this article which is disabled to the extent the operator cannot move it or any unoccupied vehicle parked or standing in violation of any section of this article shall be deemed a nuisance and a menace to the safe and proper regulation of traffic, and any peace officer may provide for the removal of such vehicle. The owner of such vehicle shall pay the reasonable costs and fees of the removal and storage which may result from such removal before regaining possession of the vehicle.
