There is hereby established, as a department of the City government,
a Department of Parks and Recreation. The department head of the Department
of Parks and Recreation shall be the Director of Parks and Recreation.
A.
The functions and duties of the Department of Parks and Recreation
shall include the following:
(1)
Operation of a comprehensive municipal recreation program;
(2)
Operation and supervision of the recreational use of playgrounds,
play fields, recreation centers, swimming pools, ice skating areas
and such other recreation areas and facilities as may be available
to carry out the City's recreation program;
(3)
Developing and conducting such forms of recreational, cultural or
social activities as will employ the leisure time of residents of
the City in a wholesome and constructive manner;
(4)
Maintaining and caring for the City's parks and athletic and
recreational facilities, including the cutting and trimming of grass
and shrubs and performing other required maintenance functions;
(5)
Carrying out such related programs consistent with the foregoing
as may be directed by the Council or the City Manager.
B.
The functions and duties of the Director of Parks and Recreation
shall include:
(1)
Supervising the activities of employees within the Department of
Parks and Recreation;
(2)
Developing plans and proposals for a comprehensive recreational program
for the City and implementing the same;
(3)
Generally overseeing and supervising all of the activities of the
Department of Parks and Recreation, including the operations of all
recreation programs and the maintenance of all park, athletic and
recreational facilities;
(4)
Performing such other related duties as may be prescribed from time
to time by the City Manager.[1]
