The provisions of this article imposing a time limit on parking shall not relieve any person of the duty to observe other more restrictive provisions prohibiting or limiting the stopping, standing, or parking of vehicles as set forth in N.J.S.A. 39:4-138, or in any other statute, or as provided in this chapter or in any other ordinance.
No person shall park a vehicle at any time upon any of the streets or parts thereof described in Schedule X,[1] attached to and made a part of this chapter.

A. 
No person shall park a vehicle upon any of the streets or parts of streets described in Schedule XI,[1] attached to and made a part of this chapter, for a period in excess of the time limit set out therein on any day, except Sundays and legal holidays, unless otherwise stated.

Parking on portion of Walnut Street and portion of Brayton Street.

(1) 
No-parking signs be installed on both sides of Brayton Street from Walnut Street to Cedar Street, on Walnut Street from Brayton Street to Walnut Court, and on Cedar Street from Brayton Street 300 feet toward Lydecker Street or for a distance of 200 feet from the property line of the East Hill Synagogue, whichever is shorter.
(2) 
All of Brayton Street from East Palisade Avenue to Walnut Street and from Cedar Street to Johnson Avenue shall be established as one side of the street parking zones with parking of the west side of Brayton Street only.
(3) 
The remainder of Walnut Street from Lydecker Street to North Woodland Street shall be established as a single side of the street parking zone with parking on the south side of the street only.
(4) 
The remainder of Cedar Street from Lydecker Street to Brayton Street shall be established as a single side of the street parking zone with parking on the north side of the street only.
(5) 
Except as expressly modified above all existing parking restrictions and requirements shall remain in full force and effect.
No person shall park a vehicle upon any of the streets or parts of streets described in Schedule XII,[1] attached to and made a part of this chapter, between the hours specified therein on any day, except Sundays and legal holidays, unless otherwise stated.

No person shall park a vehicle or permit a vehicle to remain parked on any of the streets or parts of streets described in Schedule XIII,[1] attached to and made a part of this chapter, or in any municipal parking lot, whenever snow has fallen and the accumulation of snow is such that it covers such streets and municipal parking lots to a depth of two inches or more. Such parking prohibition shall remain in effect after the snowfall has ceased until the streets have been plowed to the extent that parking will not interfere with the normal flow of traffic and parking in municipal parking lots will not interfere with snow clearance in such lots.

A. 
The Deputy Chief of Police, or, in his absence, the ranking officer of the Police Department on duty, is authorized to declare an emergency and direct the posting of emergency no-parking signs whenever, in his judgment, weather conditions, accidents, fires, public celebrations, or other conditions or events require the prohibition of parking in order to protect the public safety or insure the free flow of traffic.
B. 
No person shall park a vehicle or permit a vehicle to remain parked on any streets, parts of streets, or municipal parking lots which have been posted with emergency no-parking signs; provided, however, that, with respect to vehicles lawfully parked on such streets prior to the posting of such signs, no person shall permit such vehicles to remain parked thereon after actual notice of either the posting of such signs or the declaration of such an emergency, and in no event more than 12 hours after the posting of such signs.
C. 
Any unoccupied vehicle which is parked on any street, portion of a street, or municipal lot after the posting of emergency no-parking signs, or which was parked on such streets prior to the posting of such signs but which is not removed after actual notice to the owner or operator thereof of either the posting of such signs or the declaration of such an emergency, or after the expiration of 12 hours from the posting of such signs, shall be deemed a nuisance and a menace to the safe and proper regulation of traffic, and any police officer may provide for the removal of such vehicle, at the owner's expense, as provided in this chapter.
D. 
In the event of an emergency requiring the immediate removal of a vehicle which was lawfully parked on any street, portion of a street, or municipal lot prior to the occurrence of such emergency, and if the owner or operator cannot be notified to immediately remove such vehicle, the Deputy Chief of Police, or, in his absence, the ranking officer of the Police Department on duty, may authorize the removal of such vehicle as provided in this chapter; provided, however, that such removal shall be at the expense of the City in the event that the owner or operator of such vehicle has not had actual notice of the posting of emergency no-parking signs or the declaration of such an emergency and if less than 12 hours have elapsed after the posting of such signs.

No person shall park, suffer, or permit to be parked any truck, tractor, trailer, semitrailer, omnibus, or other vehicle having a registered gross weight in excess of four tons, other than such a vehicle owned or operated by the City, upon any street within the City between 9:00 p.m. and 6:00 a.m.

No person shall park a truck or trailer, other than a truck or trailer owned and operated by the City, upon any of the streets or parts of streets described in Schedule XIII-A,[1] attached hereto and made a part of this chapter, between the hours and the days specified therein.

No person shall stop or stand a vehicle upon any of the streets or parts of streets described in Schedule XIV,[1] attached to and made a part of this chapter, between the hours specified therein.

The locations described in Schedule XV,[1] attached to and made a part of this chapter, are hereby designated for angle parking at a forty-five-degree angle.

No person shall park any vehicle upon any street or parts thereof within the City of Englewood for any period in excess of 48 consecutive hours. Vehicles so parked shall be deemed a nuisance, and any police officer may provide for the removal of such vehicle at the owner's expense. The owner thereof shall pay the reasonable costs of removal and storage which may result from such removal before regaining possession of the vehicle.
