As used in this article, the following terms shall have the meanings indicated:
EMERGENCY
Fire, flood, or other catastrophe by which residential dwellings in the City are rendered temporarily uninhabitable.
EMERGENCY HOUSING
Mobile homes or house trailers which contain adequate plumbing, heating, and electrical facilities as determined by the Chief Inspector.
No person shall use or occupy emergency housing within the City unless such person has a valid permit therefor.
In the event of an emergency, the Chief Inspector may issue a permit permitting the use and occupancy of emergency housing for a period not to exceed 90 days from the date of such permit, subject to such conditions as the Chief Inspector deems necessary for the health, safety, and welfare of the occupants thereof and the surrounding premises.
In the event that repairs to or reconstruction of the damaged premises will not be completed prior to the expiration of the aforesaid permit, the Council may, by resolution, authorize the Chief Inspector to grant extensions for said permit for such time and upon such conditions as it deems appropriate.
Should the permittee fail or refuse to abide by any of the conditions imposed by the Chief Inspector or the Council, the Chief Inspector may revoke said permit after affording the permittee a reasonable opportunity to correct said violation.
Any person who violates any provision of this chapter shall, upon conviction thereof, be punished by a fine not exceeding $500 or by imprisonment for a term not exceeding 90 days, or both. A separate offense shall be deemed committed on each day during or on which a violation occurs or continues.
