A Fire Company (FC) and all other emergency services deemed appropriate by the Caln Township Board of Commissioners shall be appointed by resolution as allowed by Pennsylvania Commonwealth law.
The Caln Township Board of Commissioners shall enter into one or more agreements with the appointed Fire Company and its governing body. All agreements shall outline a chain of command, budgetary and reporting information, and allow the Superintendent of Life Safety access to all emergency and fire-fighting equipment and apparatus.
The Superintendent of Life Safety (SLS) shall oversee and have supervisory responsibilities with regard to all emergency situations involving Caln Township paid fire-fighting employees. He/She shall review and recommend all budgetary requests submitted on behalf of the appointed Fire Chief. He/She shall report directly to the Director of Code Enforcement who will be responsible to establish a suitable working arrangement between the SLS and the appointed Fire Company.
The SLS shall oversee all Caln Township paid fire fighters, in addition to the following duties:
A. 
Respond to Caln Township emergency calls and function as an active firefighter during normal working hours or after hours, as requested by the Incident Commander.
B. 
Shall file a monthly report with the Caln Township Board of Commissioners detailing all Fire Company emergency response activity.
C. 
Assist the Fire Company with the preparation of an annual budget for submittal to the Board of Fire Directors and the Township Manager by September 15 of every year.
D. 
Review land development/subdivision plans in conjunction with the Caln Township Fire Marshal. A joint memorandum identifying specific deficiencies shall be offered to the Caln Township Board of Commissioners prior to plan approval.
The SLS shall hold certifications such as a Pennsylvania State certification (Proboard or IFSAC), Fire Fighting I, Fire Fighting II, Fire Officer I and II, Fire Inspector I and II, Fire Instructor I; an associate's degree (bachelor's preferred) in fire science or a related field; emergency medical technician; Pennsylvania Department of Health vehicle rescue technician; hazardous materials: operations level and incident command including FEMA's IS 700, IS 800, ICS 100 and ICS 200; or other equivalent training as deemed necessary by the Caln Township Board of Commissioners.
To serve the residents of Caln Township, the Board of Commissioners and the Township Manager, Caln Township paid fire fighters (CTPFF) shall be responsible for active and immediate response to all emergency calls made by the appointed Fire Company when on active duty as described within their established Job Description. CTPFF shall:
A. 
Immediately report to the Superintendent of Life Safety and follow the directions and duties assigned by him/her.
B. 
Assist with scheduled emergency training and educational events, actively prepare preplan procedures and assist in evacuation drills in conjunction with the SLS.
C. 
When available, CTPFF may also serve as active part-time members of the Caln Township Code Enforcement Department and assist in the enforcement of the adopted Fire Code.[1]

D. 
Perform fire and life safety inspections for educational, institutional, commercial, assembly and business uses throughout the Township.
E. 
Assist the SLS with construction document plan review in the areas of fire suppression and fire alarm systems.
The Caln Township Fire Marshal shall serve the residents of Caln Township, the Board of Commissioners and the Township Manager. The Fire Marshal shall be an active member of the Caln Township Code Enforcement Department and shall immediately report to the Director of Code Enforcement. The Caln Township Fire Marshal shall:
A. 
Enforce the adopted Caln Township Fire Code[1] and maintain all inspection records as needed.

B. 
Assist in emergency training, educational events and evacuation drills in conjunction with the SLS and paid fire fighters.
C. 
Review land development and subdivision plans in conjunction with both the SLS and the Fire Chief and provide a written memorandum identifying specific deficiencies to the Director of Code Enforcement.
D. 
Assist the Chester County Fire Marshal with fire scene investigations, as needed.
E. 
Assist in the inspection of fire suppression and fire alarm systems.
F. 
Oversee the actions of the Deputy Fire Marshal.
The Caln Township Fire Marshal shall hold certifications such as a Pennsylvania State certification (Proboard or IFSAC), Fire Fighting I, Fire Fighting II, Fire Officer I and II, Fire Inspector I and II, Fire Instructor I; emergency medical technician, Pennsylvania Department of Health vehicle rescue technician; hazardous materials: operations level and incident command, including FEMA's IS 700, IS 800, ICS 100 and ICS 200; or other equivalent training as deemed necessary by the Caln Township Board of Commissioners.
All Caln Township paid fire-fighting personnel shall abide by the disciplinary procedures outlined in the most current Non-Uniform Personnel and Administrative Policy Manual.
