No person shall withhold or fail to return any book, article
or other property borrowed from the Englewood Free Public Library
within 30 days from the date of mailing, by certified mail, return
receipt requested, of a notice demanding the return thereof, addressed
to such person at the last known address of such person provided to
the library.
No person shall willfully or maliciously cut, tear, deface,
disfigure, damage or destroy any book, article or other property,
or any part thereof, which is owned by or in the custody of the Englewood
Free Public Library.
No person, with intent to defraud, shall acquire a library card
by the use of false pretenses, including but not limited to the use
of a false name or address.
No person, with intent to defraud, shall borrow any book, article
or other property from the said Englewood Free Public Library through
the use of a library card which was not issued to such person.
Any person who shall have lost any book or article borrowed from the Englewood Free Public Library or who, for any other reason beyond his or her control, is unable to return such book or other article to the library within the thirty-day period referred to in § 258-1 shall not be deemed to have committed a violation of § 258-1 if, within the said thirty-day period, such person shall pay to the library the full value of such unreturned book or other article, as determined by the library.

A.
No person shall, while in or upon the Englewood Free Public Library
premises, violate any of the following rules and regulations:
(1)
Utter or cause to be made any loud or unnecessary conversation, laughter,
noise or action which is disturbing to other users of the library
or to library staff.
(2)
Utter or perform any obscene or abusive language or gesture that
is directed at other library patrons or library staff members.
(3)
Play or use any radios, tape players, or similar sound instrument
in any manner so that sound is transmitted to other persons.
(4)
Block or in any way interfere with the free movement of any person
or persons.
(5)
Remove any library property from the building or grounds without
authorization or through established lending procedures.
(6)
Solicit for any purpose, sell any item or distribute leaflets or
any other materials not specifically approved by the Library Director.
(7)
Use public telephones in excess of five minutes without the approval
of the Library Director.
(8)
Use nonpublic telephones without the permission of library staff.
(9)
Consume any food or beverages within the library building without
the approval of the library personnel.
(10)
Follow staff or patrons around the building or engage in any
other similar harassing behavior such as making rude noises, gestures
or other intimidating acts.
(11)
Rearrange or relocate any library furniture, books or equipment
from one location to another without the approval of the Library Director.
(12)
Engage in disorderly conduct, commit a nuisance, loiter or unreasonably
disturb or offend library users or staff.
(13)
Possess or use weapons of any sort except by authorized law
enforcement personnel.
(14)
Possess or use alcoholic beverages or any controlled dangerous
substance.
(15)
Bring animals other than guide dogs into the building.
(16)
Willfully destroy or damage any library property.
(17)
Smoke within the building.
(18)
Enter the building without a shirt or shoes or in other improper
or indecent attire.
B.
After a warning by authorized library personnel, persons violating
any of the foregoing rules and regulations shall, upon the request
of library personnel, leave the library building and grounds. Any
person failing to leave the library, after being requested to do so
by library personnel for violation of any of the foregoing rules and
regulations, shall be in violation of this chapter and will be subject
to appropriate action as may be taken by police authorities based
upon a complaint signed by library personnel.
Any person who violates any provision of this chapter shall,
upon conviction thereof, be punished by a fine not exceeding $100.
