Effective January 1, 1980, all expenses in connection with the operation, maintenance, construction, repair, and improvements of the sanitary sewer system within the City of Englewood shall become part of the general budget of the City of Englewood which shall be raised through the levying of ad valorem real property taxes.
A. 
Except as may otherwise be prescribed by ordinance, the charges referred to in § 342-42 shall be due and payable in four equal quarterly installments, on the first days of February, May, August and November of the year respecting which the charges are imposed.
B. 
The said sewer charges, until paid, shall constitute a lien upon the premises with respect to which the charges are levied, in the same manner as real property taxes levied on such premises, and the City shall have the same remedies for the collection of such charges as it has for the collection of such real property taxes.

Notwithstanding the provisions of § 342-42 hereof, exempt users shall pay an annual sewer use charge computed by dividing the total annual water usage of such exempt user by the total annual water usage within the City of Englewood, excluding municipally owned facilities, and by multiplying the figure thus computed by the sum of the total annual charge to the City of Englewood with respect to the treatment of sewerage as calculated by the Bergen County Utilities Authority and the total annual cost to the City of Englewood for the operation, construction, repair and maintenance of the City's sewer system, including engineering costs, bond principal and interest, and administration expenses. In addition, the annual sewer use charge for each exempt user shall include a proportional share of the additional administration expenses incurred in connection with the billing of exempt users and a reserve for uncollected exempt user sewer use charges computed by multiplying the total of such additional administration expenses and reserve for uncollected sewer use charges by the total annual water usage of such exempt user and dividing the figure thus computed by the total annual water usage of all of the exempt users within the City of Englewood.
A. 
Each exempt user shall furnish the City of Englewood with its total annual water consumption, both metered and unmetered, for the preceding calendar year, on or before March 1 of each year.
B. 
In the event of the failure of any exempt user to provide the information required above or, in the event, that the information provided is less than the total annual water consumption computed or estimated by the City of Englewood for such exempt user, the City of Englewood shall notify the exempt user of intent of the City of Englewood to utilize the total annual consumption computed or estimated by the City of Englewood in calculating the sewer user charge for such exempt user. Should the exempt user contest the amount so computed or calculated by the City of Englewood, it may appeal the decision of the City to the appropriate court of law in accordance with the rules governing such court.

The City of Englewood shall notify each user of the public sewer system, including exempt users but excluding municipally owned facilities, at least annually and in conjunction with the regular tax bill or the bill for annual sewer use charges, the portion of the tax bill or annual sewer use charge attributable to the operation and maintenance costs of the Bergen County Utilities Authority as determined in accordance with the Rules and Regulations of the Bergen County Utilities Authority.

In the event that the portion of the tax bill or annual sewer use charge attributable to the operation and maintenance costs of the Bergen County Utilities Authority computed for each exempt user or significant industrial user (as defined in the aforesaid Rules and Regulations) is less than the proportional share of the Bergen County Utilities Authority's operation and maintenance costs for each such user, computed on the basis of the wastewater volume and strength contribution of each such user in proportion to the total wastewater and strength contribution of all users, as determined in accordance with the Rules and Regulations of the Bergen County Sewer Authority, then the difference, if any, shall be charged to each such user.

In addition to the annual sewer use charges contained herein, industrial users, as defined in the aforesaid Rules and Regulations, shall be required to pay an annual industrial cost recovery charge computed in accordance with the Rules and Regulations of the Bergen County Utilities Authority.

A. 
All sewer charges required to be paid hereunder to the City of Englewood, not otherwise collected through the levying of ad valorem taxes, shall be due and payable on or before March 1 of each year or within 30 days after the mailing of sewer bills by the Tax Collector, whichever is later.
B. 
The said sewer charges, until paid, shall constitute a lien upon the premises with respect to which the charges are levied and shall accrue interest in the same manner as real property taxes, and the City shall have the same remedies for the collection of such charges as it has for the collection of such real property taxes.
