to 22-10 of the 1978 Revised General Ordinances]
Unless otherwise provided by ordinance, any street constructed
within the City shall conform to the standards and specifications
set out in this article.
A.
Three-fifths of the entire width of the street shall be roadway,
to be available for use by vehicles.
B.
Unless a different location is authorized by the City Engineer, the
roadway shall be in the center of the street.
C.
There shall be curbs on each edge of the roadway and a sidewalk on
each side of the street.
D.
Such street shall have a total width of not less than 50 feet.
E.
Such street shall be open, graded and finished as hereinafter provided.
F.
The location, layout and design of such street shall be approved
by the Planning Board.
The sideline of all streets (and the center line where required
by the City Engineer) shall be marked by monuments at the beginning
and end, and at all angles, curves and points of intersection, with
each such monument to conform to the following requirements:
A.
The monument shall be not less than 36 inches (91.4 cm) in length,
not less than five inches (12.7 cm) square at the top, and not less
than six inches (15.2 cm) square at the bottom.
B.
The point of the monument shall be marked on a copper, brass or stainless
steel rod embedded in the monument.
C.
The monument shall be set in concrete under the supervision of the
City Engineer and shall conform to specifications on file in the office
of the City Engineer.
No person shall remove, deface or change the horizontal or vertical
location of, or otherwise disturb, any monument erected for the purpose
of designating the boundary or grade of any street, public place,
or private property, or any point established with horizontal or vertical
controls.
The roadway area of the street shall be paved for its entire
width, from curb to curb, such paving to be not less than eight inches
(20.3 cm) thick and to conform to specifications on file in the office
of the City Engineer.
Sanitary sewer lines, storm drains and storm sewer lines shall
be installed at such locations as are specified by the City Engineer
or the Planning Board, the size and design thereof to conform to specifications
on file in the office of the City Engineer.
A.
Curbs shall be of granite or concrete.
B.
Existing granite curbs shall be retained or removed and reused if
possible, and no granite curb shall be cut or destroyed without prior
approval of the City Engineer, who shall authorize such cutting or
destruction only if he determines that reuse of such curb is not possible.
C.
Granite curbing which cannot feasibly be reused at the location from
which it is removed, but which can feasibly be reused elsewhere in
the City, shall be delivered by the person removing same to such location
within the City as shall be designated by the City Engineer, to be
stored there under the supervision of the City Engineer, for subsequent
sale for the purpose of having some installed at some other location
on a public street within the City.
D.
Concrete curbs shall have a minimum twenty-eight-day strength of
3,000 pounds per square inch (211.0 kg per square cm) when tested
pursuant to specifications of the American Society of Testing Materials,
and the concrete mix design shall conform to specifications ASTM-C
94-69, Option 2, of said American Society of Testing Materials.
E.
The dimensions of newly installed curbs (except for useable or reusable
granite curbs) shall be as follows:
(1)
Depth shall be at least 20 inches (50.8 cm);
(2)
Width shall be nine inches (22.9 cm) at the bottom and eight inches
(20.3 cm) at the top;
(3)
Length of each section shall be 10 feet (3.05 meters) with expansion
joints at intervals of not more than 20 feet (6.10 meters);
(4)
At driveways curbs shall be depressed 5 1/2 inches (14.0 cm).
F.
Curb elevations on newly constructed streets (and on existing streets,
where feasible) shall be one inch (2.5 cm) above the center line elevation
of the roadway pavement of a paved roadway 30 feet (9.14 meters) wide,
and the curb face shall extend seven inches (17.8 cm) above the adjacent
roadway pavement, provided that where, because of special drainage
conditions or other topographic conditions, or where the condition
of an existing street renders such dimensions not feasible or undesirable,
or where the paved roadway exceeds 30 feet, the City Engineer may
authorize variations from the above-described design.
A.
Except as provided in Subsection B hereof or in § 380-9, pavement within the sidewalk area shall conform to the following specifications:
(1)
All such paving shall be of concrete conforming to the specifications set out in § 380-7; shall be at least seven inches (17.8 cm) thick in areas crossed by vehicles and at least five inches (12.7 cm) thick in other areas; and shall include a subgrade of compacted select fill not less than four inches (10.2 cm) thick, composed of well-graded material with not more than 5% silt content.
(2)
Sidewalks shall be at least four feet (1.22 meters) wide.
(3)
Sidewalks shall have a joint installed at intervals of not more than
10 feet (3.05 meters), a dummy joint at intervals of not more than
five feet (1.52 meters) and an expansion joint at intervals of not
more than 20 feet (6.10 meters).
B.
The Planning Board, in connection with its review of a site plan
application, or the City Engineer in a matter which does not require
site plan review, may grant exceptions to the requirements of this
section in the event that compliance therewith is not possible or
if such compliance would be excessively costly or burdensome and if
the Planning Board or the City Engineer, as the case may be, determines
that such noncompliance will have no adverse effect on the condition
of the sidewalk involved or the adjacent street and will not be inconsistent
with the overall intent and purpose of this article.
A.
Driveways for property used for residential purposes shall not exceed
12 feet (3.66 meters) in width and for other property shall not exceed
14 feet (4.27 meters) when used for one-way traffic and 18 feet (5.49
meters) when used for two-way traffic.
B.
Driveways shall slope from the back face of the curb to the sidewalk
grade, and driveway construction shall not extend beyond the curbline
into the roadway.
C.
Driveways shall cross the sidewalk at right angles and in straight
lines and shall be laid upon the established sidewalk grade and in
such a manner that the surface water thereof shall be conducted to
the street gutters and not flow out upon the roadway.
D.
The pavement across driveways shall be of the same material as that
used on the sidewalk and of the same width but not less than seven
inches in depth. Driveways crossing gutters shall be at grade and
properly paved.
E.
The driveway apron, being the area lying between the sidewalk and
the curb, if there be a curb, or the roadbed if there be no curb,
shall be constructed as follows:
(1)
If there is either or both a concrete walk or a curb, the apron shall
be constructed of concrete, not less than seven inches in depth, conforming
to specifications of the New Jersey State Highway Department, or as
approved by the City Engineer.
(2)
If there is neither a concrete sidewalk nor a curb, then the apron
may be either constructed by concrete, as aforesaid, or macadam.
Any person who violates any provision of this article shall,
upon conviction thereof, be punished by a fine not to exceed $500
or by imprisonment for a term not exceeding 90 days, or both.
