No person shall have, bear, wear or carry upon any street or sidewalk any advertising banner, flag, board, sign, transparency, wearing apparel or other device publishing, announcing or calling attention to any good, wares, merchandise, or commodities, or to any place of business, occupation, show, exhibition, entertainment or event.
No person shall operate or park on any street any vehicle for the purpose of displaying advertising; provided, however, that the Council may issue temporary permits for such advertising display on vehicles for public, charitable, benevolent and religious undertakings. The Council may impose limitations and restrictions as may be conducive to the public welfare upon the issuance of temporary permits.
Any person who violates any provision of this article shall, upon conviction thereof, be punished by a fine not exceeding $500 or by imprisonment for a term not exceeding 90 days, or both. A separate offense shall be deemed committed on each day during or on which a violation occurs or continues.
