All taxicabs used or operated in the City shall be kept and maintained in a mechanically safe, clean, and otherwise properly operating condition and shall be subject to inspection by the City during hours of operation.
No person owning or operating any taxicab in the City licensed under the provisions of this chapter shall permit such taxicab to be operated by any person who does not hold a valid taxicab driver's permit as required by this chapter.
No taxicab owner or driver shall permit any licensed taxicab to be used for any illegal or immoral purposes.
Immediately after termination of any hiring or use by the public of any taxicab, the driver of said taxicab shall examine such taxicab for any property lost or left therein. Any such property, unless sooner claimed or delivered to the owner, shall be reported in writing by the driver or the owner of the taxicab to the Police Department with brief particulars and a description of the property within 24 hours after the finding thereof.
A. 
Every licensed owner or driver shall record in writing the time and place when and where each passenger was accepted, as well as the time and place of the discharge of the passenger, which record shall remain intact for 90 days from the time thereof and which record shall be kept open at all times for inspection by a representative of the Police Department or the Council.
B. 
Every licensed owner shall record in a book kept solely for such purpose the time of departure from the garage of every licensed vehicle, giving the name and address of the driver thereof, his license number, the license number of the vehicle, and the time of return of such vehicle to the garage, which book shall be kept open for inspection at all times by a representative of the Police Department or the Council.

Every licensed owner or driver and any employee or agent of the licensee, including dispatchers, shall conduct themselves in a courteous and orderly manner and shall not use any indecent, profane or insulting language to the public in connection with the use or operation of any taxicab required to be licensed hereunder.

A. 
During each and every hour of operation specified on the licensed owner's license application, the licensed owner shall provide for the services of at least one, or such additional number of persons, as may be required, to accept telephone calls from members of the public requesting a taxi and shall dispatch a taxi to the location requested.
B. 
For each taxicab required to be licensed hereunder, the owner thereof shall provide a telephone line exclusively for the purpose of accepting telephone calls from members of the public requesting a taxi during each and every hour of operation specified in the license application; provided, however, that up to, but not in excess of, five such taxicabs may be serviced by a single telephone line. Additional telephone lines shall be provided as required above for any additional taxicabs.
C. 
The licensed owner, dispatcher or other person designated to perform the service of a dispatcher shall advise any member of the public requesting a taxicab of the approximate response time. If the taxi driver arrives at the designated location prior to the estimated response time, he or she shall remain at said location until the estimated response time. Failure to arrive at the designated location within 30 minutes after the estimated response time shall constitute a violation of these regulations.
No taxicab driver or owner, or any other person in his behalf, shall solicit passengers for any taxicab on any street or sidewalk beyond the property line.

A. 
No driver of any taxicab required to be licensed under this chapter shall permit such vehicle, when not engaged or otherwise operated, to stand or park in any street or public place other than at the taxicab stands hereinabove designated, provided that nothing herein shall prevent such driver from waiting for a passenger or passengers in front of any location to which such taxicab has been called.
B. 
The owner of any taxicab required to be licensed hereunder shall provide an off-street parking space for each such taxicab while such taxicab is not being engaged or otherwise operated.

A. 
No driver of any taxicab licensed under this chapter shall carry, at one time, more than one passenger when such passengers are going to separate destinations, if such multiple transporting shall result in a higher fare to one or more of the passengers than would be charged if such passenger was the sole passenger in the taxicab, unless the driver shall first explain to each of the passengers that such multiple transporting will result in a higher fare and unless each of the passengers to be so carried agrees to such higher fare.
B. 
After a taxicab has been engaged by a passenger, the driver shall not permit any other person to occupy or ride said taxicab unless the person or persons first employing the taxicab shall consent to the acceptance of an additional passenger.
C. 
Except as authorized by § 393-14, no charge shall be made for an additional passenger except when the additional passenger rides beyond the first passenger's destination and then only for the additional distance so traveled. Upon reaching the destination of the first passenger, the driver shall collect his fare for that portion of the trip and then reset his meter to zero so that the additional distance to be traveled with the additional passenger shall be recorded as a new trip.
D. 
No driver shall permit more than five persons to be carried in a taxicab as passengers. A child under six years of age shall not be counted as a passenger.
