A. No person
shall bring into, keep, maintain or suffer or permit the keeping or
maintaining of horses, donkeys, cattle, sheep, swine, goats, rabbits,
poultry, pigeons or any other animal, except common household pets,
within the Village of North Collins.
B. No person
shall keep, house or harbor more than two dogs over four months old
within the limits of the Village without a special permit from the
Village Board of Trustees.
C. Upon written
request, such special permit may be granted for a period of up to
one year, unless it shall appear after a public hearing that the keeping
of such animals in question is objectionable or offensive by reason
of noise, smell or other cause. Such special permit shall be revocable
at any time by the Board of Trustees upon notice to the permit holder
and after holding a public hearing thereon. Any existing use shall
be grandfathered for a period of not more than two years from the
date of enactment of this law, unless a special permit is granted
pursuant to this section.
Any person committing an offense against any provision of this
article shall be guilty of a violation punishable by a fine not exceeding
$250 or by imprisonment for a term not exceeding 15 days, or by both
such fine and imprisonment. The continuation of an offense against
the provisions of this article shall constitute, for each day the
offense is continued, a separate and distinct offense hereunder.
