Pursuant to § 1220 of the Vehicle and Traffic Law, no person shall place or deposit or cause to be placed or deposited any stone, brick, wood, lumber, metal, plastic, dirt, rubbish or any other article or material or place any obstruction or encumbrance in or on any street, sidewalk or public ground in the Village of North Collins without a permit from the Board of Trustees.

No person shall ride any motorcycle or similar vehicle upon any sidewalk of the village.
All sidewalks hereafter built in the Village of North Collins shall be built and repaired wholly at the expense of the owners of the adjoining property.
A. 
All construction of new buildings must include a sidewalk in front thereof not less than the width of the property in length. For corner lots, sidewalks shall be constructed along the entire width and depth of that portion of the lot fronting the street.
B. 
For all sidewalk construction or repair, the Coordinator of Public Works or the Village Clerk's office shall be contacted for the sidewalk specifications applicable in the village.
C. 
A waiver and/or variance from the above sidewalk requirements may be obtained upon written application of the property owner to the Zoning Board of Appeals of the Village of North Collins, upon a showing that it is not practical or safe to require installation of new sidewalks due to the location, road conditions, other available sidewalks and/or for other good cause as may be demonstrated by the applicant.

Any person repairing or building a sidewalk in the village shall properly barricade and install and maintain red lights at night at either end thereof sufficient to warn travelers.
A. 
No person or corporation not lawfully entitled to do so shall make or cause to be made any excavation in any street of the village for any cause without a permit to do so from the Board of Trustees or some member thereof. In an emergency situation, the Coordinator of Public Works may authorize an excavation without a permit, but a permit must subsequently be obtained from the Board.
B. 
Any person making or causing to be made any excavation in the streets of the village shall properly guard or barricade such excavation at all times and install and maintain at night proper and sufficient red lights to warn travelers and shall refill and properly tamp the earth into such excavations so as to restore the highway to its former usefulness and remove all rubbish about the same.
Any person committing an offense against any provision of this chapter shall be guilty of a violation punishable by a fine not exceeding $250 or by imprisonment for a term not exceeding 15 days, or by both such fine and imprisonment. The continuation of an offense against the provisions of this chapter shall constitute, for each day the offense is continued, a separate and distinct offense hereunder.
