A. 
This chapter may be amended by local law by the Amenia Town Board after public hearing. Notice of the time, place and purpose of such hearing shall be given by publication in the official Town newspaper at least five days prior to the date on which it is to be held, or as authorized by the Municipal Home Rule Law or Article 16 of the New York State Town Law. A copy of the proposed amendment shall be placed on file in the office of the Town Clerk, where it shall be available for public inspection during normal working hours for a period of at least five days before such hearing. The Planning Board may recommend such amendments to the Town Board as provided in § 271 of the Town Law, but the Town Board shall not be required to take action on any amendment recommended by the Planning Board unless it has been properly introduced by a member of the Town Board pursuant to the Municipal Home Rule Law or Article 16 of the New York State Town Law.
B. 
Amendments to this chapter shall apply to all subdivision applications, with the exception of any subdivision that has received preliminary plat approval and any minor subdivision which has received final approval.
C. 
All subdivision plats which have been granted final plat approval, or the first section of the approved final plat, and which have been filed in the office of the Dutchess County Clerk shall be exempt, for a period of three years after filing, from any amendments to this chapter. Additional provisions for the exemption of lots shown on approved subdivision plats are specified in § 265-a of New York State Town Law.
