[HISTORY: Adopted by the Borough Council of the Borough of Masontown 2-22-1965 by Ord. No. 189, approved 2-22-1965. Amendments noted where applicable.]
In accordance with the Library Code of June 14, 1961, P.L. 324 (24 P.S. § 4101 et seq.), there is hereby established a local library for the territorial jurisdiction of Masontown which shall be known as the "German - Masontown Public Library."
The German — Masontown Public Library shall be operated by a Library Board composed of seven members, to be known as the "Board of Library Directors." Three members shall be appointed by the borough and, in alternate terms, a fourth member. The exclusive control of the German — Masontown Public Library shall be in the hands of the Library Board of Directors. Each Director shall serve for a term of three years; provided, however, that during the first year one member shall be appointed for one year, one member shall be appointed for two years and one member shall be appointed for three years beginning July 1. If a vacancy occurs on the Board of Directors, the same shall be filled by an appointment within two months.
The German - Masontown Public Library shall operate on a fiscal year beginning January 1 and ending December 31 and annually thereafter in the same manner and for the same period of time beginning January 1 and ending December 31.
Except as otherwise provided herein and consistent with Pennsylvania law in general, the German — Masontown Public Library shall be operated in accordance with the Library Code of June 14, 1961, P.L. 324,[1] and for that purpose, all of the provisions thereof are incorporated herein and made a part hereof the same as if they were specifically spelled out herein.

The Board of Library Directors shall elect a President, Secretary and Treasurer from its membership and such other officers and agents as the Board may deem necessary. The Treasurer or Librarian, as shall be decided by the Board, shall give bond to the Library Board with satisfactory surety in such an amount as the Board may determine.
The Council of the Borough of Masontown shall make an annual appropriation out of its general budget, or from a special tax levy if so desired, for the support of the German - Masontown Public Library.
The agreement between the Borough of Masontown and German Township providing for the establishment, support, maintenance and operation of the German - Masontown Public Library and dated February 22, 1965, is hereby approved and the proper officers are authorized to sign the same.
A. 
In accord with Section 413 of the Library Code,[1] the Board of Directors of the library shall present a financial report to Masontown Borough annually, and Masontown Borough shall arrange to have the accounts of the Treasurer of the Board of Directors of the library audited annually as in the case of other municipal expenditures.

B. 
The Board of Directors of the library shall prepare and present to Masontown Borough an annual report of receipts, expenditures and services and such reports as are required by Section 414 of the Library Code,[2] and shall give free library service to the residents and taxpayers as provided in Section 415 of the Library Code.[3]
