In addition to the definitions applicable throughout this chapter, as set out in § 215-1 of Article I, the following definitions shall apply in this article:
- EMERGENCY DIRECTOR
- The Mayor or, in his absence, the Borough Manager or Acting Borough Manager.
- SNOW EMERGENCY
- An actual or threatened state of highway conditions caused by the accumulation on the streets of snow that is hazardous and dangerous to vehicular and pedestrian traffic and so declared by announcement over local radio stations by the Emergency Director.

Permanent snow emergency streets, which shall be permanently posted with official signs as prescribed by law, as follows:

Cemetery Street, from High Street to Lincoln Street.
- (2)
Cherry Street, from Market Street to Prospect Avenue.
- (3)
Cumberland Street, from Market Street to the Borough line.
- (4)
High Street, from Cumberland Street to Newport Road.
- (5)
Locust Street, in Carver's Hill, for its entire extent.

Martha Street, from High Street to Lincoln Street.
- (7)
Rachel Street, from High Street to Market Street.
- (8)
Second Street, in Carver's Hill, for its entire extent.

Prospect Avenue, from Cherry Street to Hall Lane.

Temporary snow emergency streets, which shall be designated by the Emergency Director at any time during a snow emergency, by announcement over local radio stations and by posting with temporary signs, each temporary snow emergency street to have temporary emergency status beginning one hour after the applicable radio announcement or one hour after the posting of the street, whichever shall be later.
When, in the opinion of the Snow Emergency Director, the actual or expected precipitation of snow will create an accumulation of snow causing or tending to cause hazardous or dangerous highway conditions for vehicular or pedestrian traffic, he shall have authority to declare a snow emergency by announcement over local radio stations. The snow emergency shall commence one hour after the first announcement thereof.
The snow emergency shall continue in force and effect until the Emergency Director shall declare it to be over by radio announcement and, in case of a temporary snow emergency street, until the Emergency Director shall cause the removal of the temporary signs referred to in Subsection B of the definition of "snow emergency streets" in § 215-27 of this article.
The following regulations shall apply during a snow emergency:
It shall be unlawful to park a vehicle or to allow that vehicle to remain parked on any permanent snow emergency street or on any temporary snow emergency street posted as such.
It shall be unlawful to drive any motor vehicle on any such snow emergency route, unless that vehicle is equipped with snow tires or chains.
If, at any time during a snow emergency, a person shall park a vehicle or allow a vehicle to remain parked anywhere upon a snow emergency route, that person shall be guilty of a violation of this article and, upon conviction thereof, shall be sentenced to pay a fine of not more than $50 and costs.
If, at any time during a snow emergency, a person shall drive a motor vehicle upon a snow emergency route, without having that vehicle equipped with snow tires or chains, that person shall be guilty of a violation of this article and, upon conviction, shall be sentenced to pay a fine of not more than $100 and costs.
