Every officer of the Township shall, before he/she enters upon the duties of such office, take and subscribe, before a person authorized to administer oaths or affirmations, an oath or affirmation, faithfully and impartially to execute the duties of his/her office according to the best of his/her knowledge, skill and ability, and such oaths or affirmations required by the laws of the State of New Jersey. All such oaths or affirmations shall be filed with the Township Clerk.
A. 
Required. The officers and employees designated in Subsection B, or otherwise required by resolution, shall, before entering upon the duties of their respective offices and employments, execute to the Township a bond with a corporate surety authorized to do business in this state, conditioned upon the true and faithful performance by such officer or employee of the duties of his/her office or employment. The premium for official surety bonds shall be paid by the Township.
B. 
Bonded officials. The following officers and employees shall be bonded in the respective penal sums stated:

Any officer or employee authorized to collect or receive public monies, except as otherwise provided by resolution of the Council

All official surety bonds shall be in such form as shall be approved by the Council. Such bonds shall be filed with the Township Clerk, who shall endorse upon each bond the fact and date of approval thereof by the Council, except that the bond of the Township Clerk shall be filed with the Treasurer. Upon the failure of any officer or employee to deliver his/her bond as required within 30 days after the commencement of his/her term of office or of his/her employment, including those elected or appointed to fill vacancies, his/her office shall be deemed to be vacant.
A. 
Adopted. Residency preference, as permitted by law and by the regulations of the New Jersey Department of Civil Service, is hereby found and determined to be in the best interests of this Township.
B. 
Order of preference. When applicable under law and under civil service regulations, all candidates for employment to positions with the Township subject to civil service shall be listed in the following order of preference, and all hiring shall be made in the following order of preference:
(1) 
Residents of the County of Union;
(2) 
Residents of the State of New Jersey; and
(3) 
All other qualified applicants.
C. 
Selection of candidates for employment shall be from the certified list of eligibles, where applicable, as promulgated by the New Jersey Department of Personnel.
D. 
The New Jersey Department of Personnel is hereby officially notified that the within is the official policy of the Township regarding the employment of candidates subject to civil service regulations.
