A.
When a building within the Township of Clark is protected by an automatic
fire alarm system or sprinkler system and/or access to or within a
building, or an area within that building, is unduly difficult because
of secured openings, and where immediate access is necessary for lifesaving
or fire-fighting purposes, a key box system shall be installed by
the owner at a location approved by the Township of Clark Fire Official/Fire
Marshal/Fire Code Official. This key box shall be of a type and size
approved by the Fire Official/Fire Marshal/Fire Code Official to be
compatible with the system used in the Township of Clark. The Fire
Official/Fire Marshal/Fire Code Official requires the key box to have
a tamper switch which could be connected to the building's fire/burglar
alarm system.[1]
B.
Any apartment building or other rental building containing four or
more residential living units and in which access to the building
or to common areas or mechanical/electrical rooms within the building
is denied through locked doors shall also be required to install the
approved key box system.
The term "building" used herein means any building or structure
located in the Township of Clark, whether privately or publicly owned,
including, without limitation, any building owned by the Township
of Clark, the Clark Board of Education or any other public, quasi-public,
or private entity or person; provided, however, that this article
shall not apply to owner-occupied one- and two-family dwellings.
A.
The rapid-response key boxes shall contain the following:
(1)
Keys to locked points of egress, whether in interior or exterior
buildings.
(2)
Keys to the locked mechanical/electrical rooms.
(3)
Keys to the locked elevator rooms and keys to the elevator controls.
(4)
Keys to any other areas as may be required by the Fire Official/Fire
Marshal/Fire Code Official.
(5)
A card containing the emergency contact people and phone numbers
for such buildings.
(6)
Any access/reset codes necessary to silence and/or reset the system.
B.
In addition, floor plans of the rooms within the buildings may be
required.
All existing buildings shall comply with this article within
six months of the effective date of this article.[1] All newly constructed buildings not yet occupied or buildings
currently under construction and all buildings or businesses applying
for a certificate of occupancy shall comply immediately.

Any violation of any of the provisions of this article or of any codes adopted or enforced hereby shall be punished in accordance with the provisions of Chapter 1, Article III, General Penalty, of the Code of the Township of Clark, unless another penalty is specifically set forth in this article by state law or in such Code.
