There is hereby established a County law library.
The Clerk of the Stephenson County Circuit Court shall charge and collect a County law library fee upon the filing of the first pleading, paper or other appearance filed by each party in all civil cases, but no additional fee shall be required if more than one party is represented in a single pleading, paper, or other appearance. Such fees shall be remitted by the Clerk monthly to the County Treasurer and shall be deposited in a special fund designated as the "County Law Library Fund."

A. 
Fees as set forth in the County fee schedule shall be added to the following fines imposed upon persons convicted of driving under the influence of alcohol:
(1) 
Fines imposed for violation of the Illinois Vehicle Code, other than for a violation of Section 11-501 thereof, and for violations of similar provisions contained in a County or municipal ordinance and committed within Stephenson County.
(2) 
Fines imposed for violation of Section 11-501 of the Illinois Vehicle Code or a violation of a similar provision contained in a County or municipal ordinance and committed within Stephenson County.
(3) 
Fines imposed upon a judgment of guilty or a grant of supervision under 730 ILCS 5/5-9-1.
B. 
A fee shall be imposed for the second or subsequent violation of Section 11-501 of the Illinois Vehicle Code or a violation of a similar provision contained in a County or municipal ordinance and committed within Stephenson County. The proceeds of this fee shall be placed in the County general fund and used to finance education programs related to driving under the influence of alcohol or drugs.
C. 
The proceeds of all fees enacted under this section shall, except as provided in Subsection B, be placed in the County general fund and used to finance the court system in the County.

A. 
Fee to be collected. The Clerk of the Circuit Court shall collect a fee from persons having active maintenance and child support accounts on June 1, 1987, and thereafter. Said fee shall be paid annually and shall be due on January 2 of each year; provided, however, that on orders entered after June 1, 1987, the first year's fee shall be payable on the date on which the first payment of support is paid. Thereafter, in subsequent years, the fee shall be due on January 2 of each year.
B. 
Fees to be deposited in fund. All fees collected by the Clerk of the Circuit Court shall be deposited in a separate maintenance and child support collection fund of which the Clerk of the Circuit Court shall be ex officio custodian.
C. 
Action if fee not paid when due. If said fee is not paid within 30 days of the due date, the State's Attorney shall implement action for the collection of said fee.

The Stephenson County Board exercises the authority granted to it under state law and elects not to be subject to the provisions of 705 ILCS 105/27.5 pertaining to disbursement of fees, fines, costs, additional penalties, forfeitures, etc.
