As used in this chapter, the following terms shall have the meanings indicated:
AUTHORITY
The Rahway Valley Sewerage Authority and, when the context requires, shall mean the supervising engineer or his/her authorized deputy, agent or representative.
BOD (BIOCHEMICAL OXYGEN DEMAND)
The quantity of oxygen utilized in the biochemical oxidation of organic matter under standard laboratory procedure in five days at 20° C., expressed in milligrams per liter.
CLEARWATER
Any storm water, natural precipitation, surface water, groundwater, surface flow, roof runoff, surface runoff, subsurface drainage, downspouts, eave troughs, rainspouts, yard drains, sump pumps, foundation drains, yard fountains, ponds, cistern overflows, pools, uncontaminated cooling water, unpolluted industrial waters to any sanitary sewer, water discharged from any air-conditioning unit or system, and drainage that does not contain any sewerage or waste.

DEMOLITION
The removal of walls, superstructure, roof, and other structural elements.

EQUIVALENT DWELLING UNIT
Equivalent dwelling units (EDUs) are units of measure that are used to standardize all types of land use categories (housing, retail, office, institutional, industrial, etc.) to the level of demand created by one single-family dwelling unit or 300 gallons per day; one service unit shall be one EDU, representing an average daily flow of 300 gallons per day. Similarly, a two-family residence shall be deemed to be two EDUs and a ten-unit condominium shall be deemed to be 10 EDUs. The projected average daily flow for nonresidential uses shall be taken from "Projected Flow Criteria," found in N.J.A.C. 7:14A-23.3, and shall be divided by 300 to calculate the EDUs for that particular use.

INDUSTRIAL WASTES
The liquid wastes from industrial manufacturing processes, trade or business, as distinct from sanitary sewage.
INFLOW
Clearwater that enters a sanitary sewer system intended for wastewater flows through connections, such as uncapped lateral cleanouts and openings in manhole covers, and illicit connections, such as area drains, catch basins and foundation and roof drains.

pH
The logarithm of the reciprocal of the weight of hydrogen ions in grams per liter of solution.
RUNOFF
Precipitation and other surface drainage that is not infiltrated into or otherwise retained by the soil, concrete, asphalt or other surface upon which it falls.

SANITARY SEWER
A sewer which carries sewage and to which stormwater, surface water and groundwater are not intentionally admitted.
SANITARY SEWER SYSTEM
All piping, lines, sewers, laterals and connections thereto, which carries or transports wastewater within the Township to trunk lines owned and maintained by the Authority to a destination at the Authority's plant for wastewater treatment.

SEWAGE
A combination of the water-carried wastes from residences, business buildings, institutions and industrial establishments, together with such groundwater, surface water and stormwater as may be present.
SEWAGE WORKS
All facilities for collecting, pumping, treating and disposing of sewage.
SEWER
A pipe or conduit for carrying sewage.
SEWER CONNECTION FEE
The fee required from a new connector to the sewer utility, representing a fair and equitable compensation for the total capital cost paid for developing the sewer system, along with any engineering and code official administration and inspections for the aforenoted permit.

SEWER LATERAL
Any pipe, line or sewer which runs across, through or from any real property and connecting to any portion of the sanitary sewer system.

SLUG
Any discharge of water, sewage or industrial waste which, in concentration of any given constituent or in quantity of flow, exceeds, for any period of duration longer than 15 minutes, more than five times the average twenty-four-hour concentration or flows during normal operation.
SUBSTANTIAL RENOVATION
Any renovation, alteration, addition, or enlargement of an existing structure representing more than 50% of the existing building volume above the finished floor elevation or more than 500 square feet in building area.

SUSPENDED SOLIDS
Solids that either float on the surface of or are in suspension in water, sewage or other liquids and which are removable by laboratory filtering.
