It shall be unlawful to place receptacles used in connection with the collection of garbage and refuse disposal and/or the recycling of solid waste at the front of any residential property or on any street contiguous to this property before the hours of 6:00 p.m. on the evening prior to the date of collection and to fail to remove these receptacles after 12:00 midnight the day after the day scheduled for collection.
Anyone violating this article shall be subject to a fine of $25 for the first offense, $100 for the second offense, and $500 for the third and each and every other offense.
The Health Officer, Police Department and Recycling Coordinator are authorized to enforce this article and any amendments thereto.
