No vehicle shall be parked on the streets or parts of streets designated in § 347-51 and during the days and hours designated in § 347-51 unless the vehicle falls under one of the exceptions set forth in § 347-48 below or:
A.
The vehicle is owned or operated on a regular basis by a resident
of that street.
B.
The vehicle has displayed on its rear window, lower left-hand side,
in such manner as to be clearly visible to an officer, a current residential
parking permit.
C.
The resident's vehicle displaying a residential parking permit is
consistently parked within the immediate block of the resident owner's
home.
The following vehicles shall be exempt from the restrictions of § 347-47 above:
A.
Contractor, service and delivery vehicles. Contractor, service and
delivery vehicles bearing the name and address of a commercial business
may park without a permit during the time they are rendering service
to a residence within the permit parking area.
B.
Emergency vehicles. Emergency vehicles and public utility vehicles
may park within the permit parking area during the time they are rendering
service or repairs within the area.
C.
Visitors.
(1)
A vehicle displaying a current visitor parking permit may park a
maximum of two days, provided that the operator is a bona fide guest
of a resident within the parking area. If a visitor must park beyond
the two-day limit, the host-resident must notify the police to this
effect and supply vehicle identification information requested. The
police shall not enforce this section against a visitor for up to,
but not exceeding, 14 days if this procedure is followed.
(2)
A visitor's vehicle must be parked on the same block as the host-person's
residence.
Whenever the Mayor shall determine that certain streets exclusively
or primarily servicing residential land uses, or portions of such
streets, are being used for parking by the operators of vehicles who
do not reside on such streets, and that the average number of such
vehicles parking in such manner is in excess of 25% of the number
of parking spaces on such streets, and that the total number of parking
spaces actually occupied exceeds 65% of the total number of parking
spaces on such streets on the weekdays of any month, as disclosed
by an engineering or traffic study, then the Mayor shall recommend
to the Township Council that such streets be included within this
article.
Application for parking permits shall be made, in writing, on
forms provided by the Police Department. Permits shall be issued without
charge only under the following terms and conditions:

To persons who are residents on such street, or portion thereof,
upon which parking is restricted by this article. A permanent permit
shall be issued for every vehicle registered as owned or principally
operated by such person.
B.
Two visitor permits shall be issued to each residential unit on any
street or portion thereof upon which parking is restricted by this
article.

a.m. to 8:00 p.m., on both sides of the street on the entire length
of the street on the following streets:

8:00 p.m. on the following streets:

(1)
Bartell
Place. On both sides of the street between Gertrude Street and King
Street and on the east curbline of Bartell Place between Gertrude
Street and Lakeside Boulevard.
D.
Permits; visitor passes.
(1)
The office of the Mayor shall issue such permits as may be necessary
and appropriate to the administration of this section to qualified
homeowners.
(2)
Additionally, each home owner will receive six visitor passes. A
one-day pass for large family functions may be obtained from the Clark
Police Department at least one week in advance and upon proper application
therefor.
(3)
In addition to the residents residing on the streets referenced in Subsection A hereof, the office of the Mayor may issue such resident permits as may be necessary in order to provide parking for the residents residing at 934 and 946 Raritan Road and 1171, 1177, 1181 Old Raritan Road, and 185 and 195 Dorset Drive. Said permits shall be issued in the same number and manner as those issued to the residents of the streets referenced in Subsection A.

E.
The fine for violations of the provisions of this section shall be
the sum of $50.
