There is hereby created a position of Administrative Director.
The Administrative Director shall be appointed by and serve at the
pleasure of the County Commissioners. It shall be the duty of the
Administrative Director to serve as Chief Administrative Officer.
The Administrative Director shall be responsible for the administration
of the provisions of this Title and as otherwise provided by law or
resolution and shall perform such duties and have such responsibilities
as may be prescribed by the County Commissioners. The Administrative
Director shall also assume the legal responsibilities of the title
of Clerk to the County Commissioners.

The County Commissioners, in exercise of their executive powers,
shall take such administrative actions that they deem necessary to
create, change, discontinue or abolish County offices and departments
and to remove or assign additional functions to such offices and departments.
