A. 
Rochester Township has found that the residents who reside on Oregon Avenue in the area of Cleveland Street and Harrison Street are subjected to difficulties in parking due to the presence of the Valspar Plant which deprives those residents of the spaces to park their own vehicles.
B. 
The Township Commissioners therefore have determined that it is in the best interest of the Township and all residents and affected entities located in the area affected to provide for the establishment of a residential permit parking program to ensure the residents' access to parking spaces and to regulate the industrial use parking.
As used in this article, the following terms shall have the meanings indicated:
AFFECTED AREA
The area between Cleveland Street and Harrison Street and the area immediately north of the northerly boundary of Harrison Street.
RESIDENT
A person who owns or leases real property within the affected area and who maintains either a voting residence, bona fide occupancy, or both at that address.
A. 
Only residential permit parking by residents shall be permitted on the westerly side of Oregon Avenue between Cleveland Street and the southerly line of Harrison Street, excepting the area within 15 feet of the fire hydrant.
B. 
Only residential permit parking by residents shall be permitted on the westerly side of Oregon Street for a distance of 100 feet north of the northerly line of Harrison Street.
C. 
Only residential permit parking by residents shall be authorized on the north and south sides of Harrison Street, between Oregon Avenue and the alleyway, located parallel to Oregon Avenue, between Cleveland Street and Harrison Street.
D. 
Signs shall be erected by Rochester Township along said streets indicating the locations where parking shall be by permit only.
Application for a residential parking permit in the affected area shall be made to the Chief of Police of Rochester Township by the person desiring the permit, who shall only be a resident as defined in this article. A separate application shall be required for each motor vehicle, and each application shall be accompanied by a permit fee to be set by resolution of the Rochester Township Board of Commissioners. This fee shall be for the use of Rochester Township to be applied to the cost of administering the residential permit parking program. The application shall contain the name of the owner or driver, as the case may be, of the motor vehicle, the address of the resident, the make, model and registration number of the motor vehicle and the driver number as taken from the applicant's current driver's license. The Chief of Police may require other information relevant to the application within the Chief's discretion.
Upon receipt of the application and the permit fee and a determination being made that the information indicates the applicant is entitled to a parking permit in the affected area, a permit shall be issued in a form to be determined by the Chief of Police of Rochester Township.
Parking on the east side of Oregon Avenue in the affected area between Cleveland Street and Harrison Street shall be permitted strictly for the purpose of permitting tractor-trailers to load and unload in the facilities presently known as Valspar. No other parking shall be permitted on the easterly side of Oregon Avenue in the affected area except for the purpose as specifically indicated.

Any person who violates any provision of this article shall, upon conviction, be sentenced to pay a fine of $25 plus costs.
