Department of Community and Economic Development — See

The Community and Economic Development Department shall, on
behalf of the City, administer all contracts or grant agreements involving
funds provided by the Housing and Community Development Act of 1974
which may be made between the City and municipal departments and agencies,
nonprofit corporations and other eligible contractors so as to ensure
that all appropriate statutes and regulations are adhered to, that
all activities are being undertaken in accordance with the City's
plans and that the interests of the City are always protected.

The Community and Economic Development Department shall designate
and define the goals and priorities of independent agencies as may
be involved in the City's community development efforts so as
to ensure a coordinated community development program.
The Community and Economic Development Department shall assist
municipal departments and agencies and community groups in the development
of their community development plans.
The Community and Economic Development Department shall provide:
A.
All necessary staff services to the Community and Economic Development
Advisory Board and such other community planning committees which
are part of the citizen participation structure approved by the Common
Council.
B.
Planning and administrative staff services to the Planning Commission,
Zoning Board of Appeals. Cohoes Industrial Development Agency and
such other boards and/or agencies as designated by the Mayor.

The Community and Economic Development Department shall submit
quarterly reports to Common Council on the progress of the City's
community development program, and the Director of the Department
shall meet at least quarterly with the Mayor and members of the Common
Council to comprehensively review the status of the City's community
development program. As provided herein, an annual report shall be
submitted in December of each year.
The Department of Community and Economic Development shall have
the following additional duties and functions:
