In any residentially zoned district, the placement of a portable temporary storage unit for nondisposable items is allowed for temporary use by the occupant of the dwelling for 30 days.
For purposes of this chapter, the following terms shall have the meanings indicated:
PORTABLE STORAGE UNIT
Any container designed for the storage of personal property which is typically rented to owners or occupants of property for their temporary use and which is delivered and removed by truck.
Such portable storage units are subject to the following limitations:
A.
No portable storage unit, as defined in this chapter, shall be placed at any one site in a residential district in excess of 60 days in a calendar year.
B.
The temporary storage units shall be set back a minimum of five feet from any property line.
C.
The temporary storage units must be placed on either a hard concrete or asphalt surface and may displace one or more off-street parking spaces, provided there is adequate on-street parking. Exception: In the event that it is unfeasible to place the temporary storage units on either a hard concrete or asphalt surface as required, the temporary storage unit may be placed elsewhere on the property, provided the unit meets the required five-foot setback from any property line.
D.
Portable storage units shall not be placed in any public space.
E.
The location of the temporary storage units shall not affect the health, safety, and/or welfare of the neighborhood, including, but not limited to, blocking access to a fire hydrant and obstructing the view of street intersections.
