There is hereby created the position of independent, appointed
auditor for the making of an independent audit and examination of
the account records of the Borough of Phoenixville.

The position of independent, appointed auditor shall be filled
by a certified public accountant, registered in Pennsylvania, or by
a firm of certified public accountants so registered, appointed by
an annual resolution of the Borough of Phoenixville.
