There is hereby created, pursuant to Connecticut General Statutes, Section 25-84, within and for the City of West Haven a municipal entity entitled the "Flood and Erosion Control Board."
The Flood and Erosion Control Board (hereinafter referred to as the "Board") shall have all of the duties, responsibility and authority conferred upon it by Chapter 477 of the Connecticut General Statutes.
A. 
The Board shall consist of five members, who shall be appointed by the Mayor in the following manner: one member to serve for one year; one member to serve for two years; one member to serve for three years; one member to serve for four years; and one member to serve for five years. Thereafter, each member shall serve for a five-year term.
B. 
Each member shall be a resident and elector of the City of West Haven. The Mayor of the City of West Haven shall be, ex officio, a member of the Board, with the right to vote.
C. 
There shall be a Chairman of the Board elected from among the members of the Board at the first meeting of the Board following the passage of this chapter by the City Council and upon approval by the Mayor.
The members of said Board shall serve without compensation, but the necessary expenses of said Board, upon approval by the majority of the City Council, shall be paid by the city. Said expenses shall not exceed the total sum appropriated during the year for said Board.
No more than three members of said Board shall be of the same political party.
Said Board shall make an annual report of its activities and file a copy with the Mayor.
The Flood and Erosion Control Board shall assume all responsibilities and duties that may have previously been handled by any other similar agency, board or commission.
