There is hereby created within and for the City of West Haven
an Information Technology (IT) Commission for the purpose of developing
and promoting ways to use information technology in education, health
care, economic development, and all levels of government services
to improve the quality of life of all West Haven residents.
The Commission shall consist of five regular members and two
alternate members. Each member shall be a citizen of the State of
Connecticut who shall either reside in the City of West Haven or have
their regular place of business or employment in the City. The members
shall be appointed by the Mayor and approved by the City Council of
the City of West Haven.
A.
Regular members of such Commission first appointed shall be designated
to serve the following terms, one member for one year, two members
for two years, and two members for three years and thereafter shall
be appointed annually to serve for three years. Any vacancy shall
be filled in the same manner as the original appointment.
B.
Alternate members of such Commission first appointed shall be designated
to serve for one and two years, respectively, and thereafter shall
be appointed to serve for three years. Said alternate members shall
serve on the Commission in the absence of a regular member and when
doing so shall act with the full power and authority of a regular
member. Any vacancy shall be filled in the same manner as the original
appointment.
C.
Said Commission shall select from its members a Chairman and a Secretary,
who shall serve for one year.
D.
All members of said Commission shall serve without compensation.
The purposes of the Commission will be as follows:

Research and remain current with respect to trends and developments
in the field of information technology.
B.
Make such recommendations, from time to time, as it deems appropriate
to the Mayor and City Council with respect to information technology
and its usage in the areas of education, health care, economic development,
and all levels of government services.
C.
Confer with similar commissions of abutting municipalities in order
to make recommendations with respect to the development of efficient
and cost effective IT programs.
D.
Foster and promote IT use in the City and work with other City agencies
towards such ends.
E.
Provide an annual report each year to the Mayor and City Council
on its activities.
