There is hereby created the West Haven Municipal Off-Street Parking Advisory Board for the purpose of advising the West Haven City Council concerning the need for, and means of, creating, establishing, expanding, maintaining and operating municipal off-street parking facilities.
The Board shall consist of five regular members, no more than three of whom shall be of the same political party, and two alternate members. Each member shall be a citizen of the State of Connecticut who shall either reside within the City of West Haven or have their regular place of business or employment within the City of West Haven. All members shall be appointed by the Mayor of the City of West Haven upon approval by the City Council.
A. 
Regular members of the Board first appointed shall be designated to serve for terms of one, two, three, four and five years respectively. Thereafter, one new member shall be appointed annually to a term of five years, except that any vacancy shall be filled by appointment of a new member for a term equal to the unexpired portion of the term left by the vacancy.
B. 
Alternate members of the Board first appointed shall be designated to serve for terms of one and two years respectively. Thereafter, new alternate members shall be appointed to serve for terms of five years, except that any vacancy shall be filled by appointment of a new member for a term equal to the unexpired portion of the term left by the vacancy. Alternate members shall serve on the Board in the absence of a regular member and when doing so shall act with the full power and authority of a regular member.
C. 
The Board shall select from its members a Chairperson who shall serve for one year, and a Secretary who shall serve for one year.
D. 
All members of the Board shall serve without compensation but may be reimbursed for necessary expenses.
E. 
The Board shall act only in accordance with the vote of its majority.
The Board shall be charged with the following duties:
A. 
Respond to the requests from the West Haven City Council for recommendations concerning the establishment, lay out, construction, reconstruction, alteration, maintenance, repair, control and operation of municipal off-street parking facilities within the limits of the City of West Haven.
B. 
Make such recommendations to the West Haven City Council from time to time, as the Board deems fit, concerning the establishment, lay out, construction, reconstruction, alteration, maintenance, repair, control and operation of municipal off-street parking facilities within the limits of the City of West Haven.
C. 
Provide an annual report each year to the Mayor and the City Council on its activities.
No expense shall be incurred by the Municipal Off-Street Parking Advisory Board unless an appropriation has been made and approved by the West Haven City Council.
